I've seen many a thread relating to Bounty hunting.
But I think that We oughtta at least try and get something Sorted.
For starters use the Negative Sec Status System as it is. Introduce a License to kill, This works like a mini war. For a period of time a Player who has aquired the license can hunt 1 Person who has a bounty on their head. (More possibly per level of a New Bounty hunting Skill to a max of 5) This license to Kill works exacly the same as a War, just its against an individual. The only difference is that Players in a nOOb Corp are not Exempt from being Targetted.
The cost of the license Would be Very Cheap, This way multiple people can aquire the License for the same player.
Once the License is acquired the Target (Bad guy) recieves a mail to say "Stool Fool Has Acquired a license to claim your bounty, This is a Concord Sanctioned action bla bla bla"
What ya think ?

Perhaps licenses will only be available to people with high security status, or maybe it should be a corp thing: a corp can acquire the rights to hunt bounties, but would face significantly higher penalties than others if they commit crimes (loss of license, loss of sec. status, etc.).
Anyway, whatever you do to bounties, hunting them should be both economically viable and prevent abuse that ends up benefiting the perp.

I think thats a great idea.
I'm sick of being in a high-sec system and seing someone with a 50mil bounty in a shuttle, but being un-able to do anything about it. The problem with this is that pirates would start picking off each other more as well. You could make it so that only those with sec status 0.0 or above could get a licence, coz lets say concord wouln't talk with anyone below that.
To be quite honest, don't you think that if someone with a bounty were to travel past a concord ship they'd do something about it, although if that were the case it would restrict pirates to 0.4 systems and below

Being a pirate is a choice, so they shouldn't have any problems with being restricted to 0.4. Actually it might make things more interesting to them, as then they would have to get people to do errands into 0.5+ systems for them to get ammo and other supplies, instead of just being able to do it themselves.

Absolutly nothing, But Why bother getting the license if your gonna do that any way ? theres nothing to stop them podding thir mate at the moment !
What you seem to forget is that its nothing to do with Bounty, its the Ability to kill them with out Concord/Police/Sentry interference. Thats what people want, They see some one with A massive bounty and they want to be able to fire on them with out the Gate guns Banging them into the middle of next week. |

Your suggestion is ok for that, but still a half-arsed improvement into a system that is fundamentally broken. Introducing a license to kill might give the impression that the bounty system actually works, when the changes have to go deeper than just that.

once again, its not about the Bounty its about Giving players the opportunity to kill someone.
A pirate isn't going to want to be podded because theres A: The fear of Losing implants and B: the cost of Clone.
the bounty system is not as flawed as your making out.
See the license could come in "levels" Like a Class A hunting license increases The payout on the initial bounty. Where as a lower Grade license Would Payout closer to the Actual bounty.
YES it is Exploitable for Pirates with a bounty of 150 mill or more, But then How many Pirates do you Know with a Bounty that High ? There is a few around but not that many.
My Clone costs me close to 12 million. If I had a bounty of 20 million , I still wouldn't let a Mate Pod me to Share the bounty. Purely because its just not worth it.

The bounties are paid by other players, right? With that scheme, where does the extra money for the higher levels come from? Anyway, leaving the other problems with the bounties aside, the suggestion is fine for what's it intented for, though I don't think the perp needs to have any advance warnings; he already knows there's a bounty on him, so he should be paranoid about everyone (even people he thinks he might be able trust).

Fundamentally, there needs to be diffierent levels of policing response to negative security status dependent upon level of system being travelled in and dependent on how much of a bad boy (or gal) a pilot has been they could face:
- Fines. - Shakedown (bribes to pass through gates via crooked cops / controlling force) - Confiscation of cargo. - Confiscation of implants. - Impoundment of ship (for a limited period) - Imprisonment (leading to pilot rescue opportunities) - Death.
I know it is a rough and tumble galaxy, but is it logical the only response options of police forces are binary and extreme? 0 we ignore you? 1 we kill you?
Once differing levels of policing response are in place, differing levels of bounty hunting will appear.
- The Bondsman. Offers bail-bonds to prisoners. Those failing to pay / absconding a region are sought to be captured and imprisoned. Prisoners could be held in deadspace prison complexes until those corrupt and expensive lawyers get them released (or escape attempt).
- The Assassin. Extreme criminals are treated with extreme prejudice. Under licence or criminally inclined, these assassins kill via a handler. Restrictions on bounty collection must be in place.
- Negative security status bounty hunters must have strong criminal connections and go through an agent to collect the bounty fee.
- Positive security (and licenced) bounty hunters must have storng police connections and go through an agent to collect the bounty fee.
- Corporation of collector should be checked versus the corporation of bounty subject. If same then no payment.
Just my opinion.

I like what you said.
But EvE is about K.I.S.S (Keep It Super Simple) It seems a little to in depth. People only need the means to attack A Pirate with a sec status higher than -5. |

what would be there to stop some ahole grifer from puting a 5000 isk on any newbie and then getting a tag and going hunting? would be a turkey shoot.

You can't put a bounty on someone unless their sec is -1 or lower. Concord just fon't allow it.
