I am looking for some help on this,. The question is:
IGÇÖm fly logi on an out of corp Alt, but in fleet with my in corp alt. The corp alt is at war and fighting the War Targets can I rep him / other fleet members without been Concorded.
I assume I will go Red which will mean the other fleet can shoot at me and I assume I would get gate guns if close to a gate
Any help would be great  |

He will not get concorded but become a suspect and valid target for everyone in EVE for as long as the counter is running.

basically its frowned upon. If you do it anyone can legally shoot (not just your enemies) at you but CONCORD wont intervene. |

Thankfully CCP fixed this exploit so now your 'neutral' reps will be flagged for death.
Everyone will be able to shoot your logi - and rightly so - it's a weak tactic only used in the past by weak people who needed neutral logi to help.
You know - the type of people who bring in logi or boosters and then tell everyone how they 1v1 in Eve.
It's good now that the tactics used by pathetic players gain them a suspect flag.

The trouble is, they dont actually flag up, something wrong with this mechanic atm, some sort of bug, i have personally fallen foul to this in ichoria where a player had a neutral logi alt repping him/her and the neutral logi did not flag up on the screen, so was reluctant to engage the logi pilot. |

If it was after the fix, then bug/petition it. If it was before the fix, well, it was because it was broken.
With the increase in shiptoasting, the Report timer needs to be shortened.
