There are some very fundamental things that this character can't do, and a lot of his skill points, while not outright wasted, aren't distributed in a way that's giving you the most value. Surgical Strike V, for example, isn't a bad skill to have for any character that shoots things, but when you've got that paired up with stuff like Rapid Firing III it's a mind-bogglingly inefficient use of training time. You've got targeting skills to V on a character that can't fit a T2 tank of either variety and can't even use a Tech II Damage Control. It's all fixable, sure, but as a potential buyer I'm looking at millions of skillpoints that are barely doing anything for me and a few weeks of patching holes before the damned guy would even be worth putting into a ship.

If I were you, I'd probably just bring him back for another month and plug some of the more glaring gaps in his training. He's not that far from being a respectable character, but by the same token he's definitely not there now.
