Got a harpy, I hear it can tank bs. Is this true? and what is a good setup for level 3s?

Yes and no.
It all depends on the setups and skills .
If BS has energy vampires\small guns\webs\painters\tracking mods\drones\size of drones and so on.

I tanked a tempest with 1400's in my harpy, all be it I was 20k+ outside of his optimal.

prety sure harpy cant tank my blastertron, last one who tried(gistii SB) died in 1 volley

I fly a harpy and the only battleship I currently fear since the missile changes is the dominix, I dont think ive come across a blastertron in pvp yet though...
for NPC'ing it can certainly solo/tank a lot of NPC battleships especially Gurista and Serpentis.
a general setup you could try for lv3's which you shouldnt need to change for any mission:
4 x 150mm Rail II / Proto's (depending on your skills)
1 x arbalest Rocket/Standard launcher (according to your tastes - personally I used to go with the rocket launcher pre missile changes)
1 x 'EM' Ward (50% named EM hardener)
1 x X5 Prototype Webber
1 x Gisti Shield booster (if you can get one) or Small Shield Booster II
1 x Eutectic Cap Recharger
1 x Magnetic Field Stabiliser II
1 x Nanofiber or tracking array or whatever takes your fancy that you can fit.

Well, the only thing I could not tank was a load of drones and a Raven PREPATCH at <10km distance.
Everything else (including Ravens at long distance, didnt have the chance to try postpatch) was tanked successfully either forever or long enough to kill or leave.
My setup:
4 * 150mm II
1 named rocket with defenders
1 EM annoineted
1 gist or sb II
1 AB II
1 named Webber
1 dmg mod II
free for whatever
The AB II helps a lot as together with an OD you get speed close to 600m/s but no sig penality. That helps a lot against anything that is not webbing and nossing you.

If you want to use your Harpy on L3 missions, there is a thread out there for passive shield tanking. There are some good examples for Harpies absorbing heavy punishment from NPCs.

Theres no need to passive tank a harpy, the cap is simply amazing enough that I can boost 500 shield without going under 50% cap (with an SB II and all guns and ab turned on)
