I am interested in buying a character with ISK but am worried about being scammed etc. How exactly does it work and how do you avoid being scammed?
I looked for a sticky in the "Sell" section of forum about this but saw none.

Well, there is a Character Transfer fee of ú15 (I think), and therefore CCP will reimburse you if you are scammed...
As far as I know that is.

CCP back the transfer.
They will ban a person and refund you if you get scammed. Get the person you want to buy the character from to post the skill tree and what comes with the character on the sales forums. That way you have recourse if the 500mill SP uber PvP'r you were promised turns out to be a 1mill SP carebear.

The transfer fee, is that not always paid by the person selling the character?
And can they not just post an "Uber PvPer with 5mill SP" with skill tree, take your ISK transfer a 1mill SP carebear to your account then edit the forum post with the carebears skilltree etc? You can save webpages etc but is that proof enough?
I am intensly paranoid about trusting people so i need to know everything about this matter if i am to consider buying a character :)

Scamming a character sale for isk = a bannable act! unless that person wants to be banned  and I'm not sure If CCP backs that too ?

I am sure the rational GM's, having trained common sense to level 5 will realise something is amiss when someone pays 500mill for a 1mill SP carebear. Things like this are just too visible to take a chance on.
If you can't find it in yourself to trust a person then make it as airtight as possible.
In your first bid, quote the skilltree. Then you have a copy they cant edit. (But you can - so you could screw them that way should you be so inclined)
Anyway, I have offered advice, just remember I kill people ingame. Can you really trust my advice? Are you sure?

Character transfers are 110% backed by CCP. If you get scammed, file a petition and they will take action. If possible, be sure to have screen shots and other material to make your case 200% correct.
