All the dual/quad versions of weapons are more or less a waste of time. Unless i've missed something blindingly obvious the smaller sized single versions of all these guns outperform them in every aspect except maybe cap and range.
The cap difference has to all intents and purposes no effect because the ships capable of mounting them have much larger cap reserves to start with.
The range differences aren't that huge (i've not checked all the weapons in question so I could be wrong in a few cases) so there is very little practical reason to mount a dual weapon.
They almost all (again not checked every single weapon so i could be wrong on certain counts, feel free to correct me) use more CPU and powergrid, have slower tracking speeds, have a slower rate of fire and do less damage per hit.
There is no conceivable reason to mount a dual/quad version of a weapon if you have the choice, of that much I am convinced. I am also convinced that they need tweaking, I don't see why any frigate mountable weapon should be better at a task than the cruiser or battleship weapon that is also designed for that task, unless its is a deliberate plan to limit the options available to the aforementioned ship classes.
Would altering the dual/quad weapons be a good idea, I don't know. It would certainly require a whole load of balancing.
The other route as I see it was one i've seen posted on the boards, my apologies to who posted it I can't remember but I like it. Limit frigates to small turrets, cruisers to medium turrets and battleships to large turrets. Maybe the weakest weapons could do with a small decrease in CPU and powergrid, an increase in tracking speed for those obviously designed to hit the faster moving targets but I think it would make some of the lower weapons worth using once more. It would hopefully promote mixed up fleets a little more, i've not flown a battleship since beta but i'm hearing alot of them just run the higher end cruiser turrets as they do a better job in many cases.
Well, theres a long ramble from me, pick it to pieces and see if theres anything worth using in it
