Ok I just got a Harpy, now im broke now 
I need some help with making it a very effective combat ship with out breaking the bank too much, any help

Without breaking the bank - T1 gear,
Breaking the back - T2 gear, and lots of it.

It all depends on what you are doing with it.
but...
hi's
4 125mm Compressed Coils or Scouts.
or 150mm's
1 maulkth rocket or missile launcher.
meds.
Med shield booster (t1 or cheap named)
-what ever you have enough for-
hardeners (unnamed aren't too expensive)
shield amps
web?
cap charger
tracking comp
2 T1 PDS or 2 Mag Stab 1
again it really depends on what you are doing with it.

Hi:
4x 125mm II (or named if you can't use T2)
1x Rocket Launcher - Defenders
Med:
1x Small Shield Booster II (its not that expensive)
1x Web
1x EM hardner
1x AB II
Lo:
2x PDS
should fit, works well for me except I just replace the AB and Shield booster with Gistii.

A harpy really isn't that expensive to fit, Xtech sells great package deals (Harpy+4 T2 rails+small sb) for 24 mil and less. Then all you really need is an afterburner.

what you need to do is-
1. point out to alliance mates the thread saying your alliance is richest in game.
2. mention how broke you are.
3. wait..
4. buy expensive mods with donations from generous alliance mates.

lol tbh i can't beg for sh*t i etheir work for it or steal it
Anyway i forgot to mention i have a huge stockpile of 125mm T2 rails and some PDU IIs somewhere, and a good T2 module suplier.
well thanks for all your help with the set up,
BTW what ammo should i pack and what range would i orbit at deppending on the ammo

Unless you can afford a gistii shield booster - i wouldnt fly any AF shield tanking;)

I would have to agree, for about half the price you can get same (or even better) tank as a harpy but just not so good firepower. As for a setup. Just check other threads on harpy setups and change all the named/t2 mods to "low end named named"/standard.
