I would not be hasty to assume the rites performed by the Matari who are controlled by "liberal holders" (a minority amongst them I'm sure) to be an accurate account of what may occur amongst others, or for that matter would I want to trust second hand information on those who inhabit Matari space.
Much as the Amarr hold their own rites and secrets, so too do the Matari. The rites you've studied I'm quite sure may be similiar to those amongst the free Matari, but the difference may, when truly seen, be very stark in constrast. If any of your information sources passed through Matari channels, they may well have been changed to give you the view you have been looking for, so as not to upset your world view. I would expect an Amarr to do no less to data passing to a possibly questionable location.
Having spent a large time amongst the Matari, it is difficult for me to believe them the barbarians they are frequently made out to be. Truly, I have found the barbarian within the Matari most often rises to the fore when faced with what they feel is an affront to their race. This is I believe why most Amarrians believe them to be barbarians. They are treated as barbarians, without civilization, and no thought to the reality of having come from the same past.
I will not say the Matari are more civilized than another race, nor will I say another race is more civilized than the Matari. But I will say it is preposterous to make the statement that a race is uncivilized because it is different from my own. And whether you are Amarr, Matari, Gallente, or Caldari, we are all different, and rare would be the person who would call their own race uncivilized. Guilty we are, I am certain, of uncivilized behavior, one and all. Even I have done what others may be called uncivilized. Yet civilized I am.
