Had this problem for a while, now, and it's almost cost me my ship on a few occasions -
I'm flying a Moa with two PDS 1s fitted. Everything's online, and I've got power to spare according to the fitting screen in station. However, I warp in to a belt and engage pirates, only to find activating just one of my rails now uses half my existing cap per shot, and I just haven't the power to fire up my afterburners, or any of my other weapons.
Somehow, I manage to warp away a little distance, because I'm on 2% cap,and nearly no shields seeing as I can't run my boosters, and I crawl back to station only to find my PDS 1s are offline. Check the repair shop, and all the modules are undamaged. The PDS 1s come back online fine, and my shield boosters, ABs and other gadgetry work fine in any situation other than combat.
What gives?

Eve likes to randomly turn off modules, it happens to low slots a lot.

It also 'switches them off' if you log off or dock. I think the issue is the order that they are switched back on in. i.e. the low slots are done last so those items that need them fail to get turned on.
Very annoying after a 30 jump trip to the edge of Curse and I could not use my Medium Clarity Ward.
I have dropped all items that require a boosted cpu or power grid requirement until this bug is fixed.

This bug only occurs when you've logged off inside of a station. It doesn't *always* happen, but it's a good idea to check your fittings after you log in if you're docked.

I never log off outside a station and it's happened to me loads

I had this happen to all slots, guns offline, shields offline, power units offline. Always happens when I log off when docked, which is every time, pretty annoying with my Thorax, imagine the horror when Titans will be introduced :-/

I don't think it's just PDS.
Lots of times I go to fight gaurds, and suddenly find that activating my 125mm railguns uses 2/5 my capacitor. I also find that even the smallest warps can't be completed due to massive energy drain.
I think the pirates are packing some sort of energy neutralizer.
