So i've got a shiny new retriever that i'm itching to take out for a spin in some low sec belts. I'm going to have sufficient cover to deal with rat spawns, so what mostly worries me is piracy. So heres my question:
Should I outfit for agility and speed, so I can get out fast if I need to, or should I outfit for increased armor and structure points and tanking?

I would suggest that if someone warps in with the intent of killing you, no amount of tanking that you can muster with a retriever will save you.
Fit for 'escape' and hope that your NPC cover gives you adequate time to warp, failing that, you should be able to warp before "he" locks you anyways so long as you are aligned to warp already.
Stay aligned to either a bookmarked safespot, or a planet amongst others so that the pirate can't follow you so easily.

if your looking for a quick getaway i would suggest 2 WCSs instead...
you wont even have time to aline if MrPirate warps in at 15km and insta locks you...
id rather use a barge in 0.5 and put on 100mm tungsten and a small rep...

If he's within 20km to scramble, you're pretty dead anyway.
And has been said by the first reply, you should be aligned anyway. Plus it's got a small sig so locking takes some time. Why risk them firing when accelerating to warp if you can already be warped out?

Funny how your corp tryed to gank our mining op in 0.1 the other night, is this a question to find out how we warped the barges out so fast and nearly killed all your intys in 1 hit or are you really coming out to play in a barge ??? either way we look forward to bumping into you guys again.
