I've now been doing missions for a level 1 agent for about 3 weeks and have my personal standing with him up to 8.5 and with his corp up to 1.82. I recently tried to get missions with another agent from the same corp, and my standing was 3.8 (or thereabouts) but I was told that my standing was not high enough....
1. How do I get my standing high enough to speak to this agent? 2. How high does your standing need to be for different level agents?

It's a bit faster just to train your Social skills up.
Once you lvl them up a bit, you should be able to speak to some lvl 2's and maybe even lvl 3 agents.

TIP of the day:
You're at your agent running station. At the top right you see the blue "i" (info) button > you click on the "agents" tab > you can check out all agents available or not available to you.
You can even check how much standing you need, before u can use them. Oh and it's the 1.82 standing with the npc-corp that counts in order to use different agents within that corp. Not the standing u have with that agent!
I know, it takes aaages to get a lvl2 agent, but after that, You'll upgrade faster to lvl3's. (lvl2's give more standing rewards, therefor it's faster). Oh, and there's a skill that makes things speed up ALOT: damnit what's it called [insert skillname here] Is it connections? I think it is. I need some sleep now - its late.

Connections, aye. Any agent runner should train up Connections 2 ASAP. More if you can find time. -------------- What good are actions if there's no one to tell the tale afterward?

If you have a standing of 3.8 with another agent, that's probably a reflection of your faction standing. 3.8 should let you use most agents out there up to level 3. Maybe it was a L4 or 5 that you tried to access.
Faction is usually better than corp, as it lets you use all the agents of the corps under that faction who are eleigible at that level. Corp standing helps, though, when you want to refine and sell at their station, as it reduces the cost of doing so. Of course, if you get your faction standing high enough, you can go tax free at any of their corps' stations.

No, the agent I tried to access was level 2.
Ok, based on what has been explained here, I checked the requirements for another lvl 2 random agent and this stated: -
'You need an effective faction, corp or personal standing of at least 2.80 to use this agent'
Checking my info, my Gallente standing is 2.4 and my Chemal Tech standing (the agent's corp) is 1.82, and this is after 1 month of mission running for a lvl 1 agent and with connections 3.

Level 1 agents are extremely slow at giving standing. Level 2s probably quadruple the rate. You can get to a level 2 with connections skill alone (the lowest require like 1.15 standing) and you can get to a level 3 with not much more. -- Proud member of the [23].

That sounds about right then. The lower the agent level, the lower your standing increase/mission. If you look around for lower quality agents, you'll find one that you can use, even level 2. Did you also complete your training missions with your starter agent? With an alt of mine that I just worked on, by getting the 1.0 standing from doing the tutorial missions and then training connections to III she has 2.17 standing with Caldari, and that's without running any other missions.

Trouble is, I can't get a level 2 agent with connections 3 and a standing of >2.5.

Yes you can, just not the one you tried.
It only takes a standing of greater than 1 for a low quality level 2 mission. With a standing of 2.5 or so you have access to almost all level 2 missions within your faction.
My advice is to make sure the agent you want to work for belongs to a corp within the Gallente Federation to make use of your 2.5 standing with them, and if it does make sure the quality of the agent is lower than around 15 (I think that is around 2.5).

Well, connections 4 will bump that Gallente standing another .4 higher, which should reach the agent's prerequisite of 2.8.

For quality 0 agents you need 0 for L1, 2 for L2, and I think 4 for L3, etc.
