A blackbird and a decent battle cruiser (Moa/Thorax/Maller) is the best combination.
If you have some good information and know which ship your prey is hunting you can equip your blackbird specifically to lock him down but it's just as easy to give yourself a blanket jamming setup.
Here's some kit you'll need on your Blackbird.
Gallente Ion Field Projector I = -6 Magnetometric, -2 to rest Minmatar Phase Inverter I = -6 LADAR, -2 to rest Caldari Spatial Destabilizer I = -6 Gravimetric, -2 to rest Amarr White Noise Generator I = -6 RADAR, -2 to rest
First Option
Equip 1 of these each, set them to autorepeat, and you can lock down any cruiser ship of any race.
As expected, this will prevent him targetting you and your friend while you use a warp jammer and webifier. This effectively traps him at your mercy - unless he, of course, has ECCM modules equipped
The cap usage is a factor but if your battlecruiser is good (and you equip some projectiles) you can easily destroy him before your cap gets too low.
You're also prevented from warping for 30 seconds with this setup and you can't jam another ship for those 30 seconds.
Second Option
Another option is to equip 3 ECM Multispectrals alongside the webifier, warp jammer, and maybe a cap booster in the 3 free slots.
This gives you a -4 to all sensor types and 3 of those will stop the prey from targetting you]. As above, set them to autorepeat, warp jam and webify while you both pound away with your guns.
Both options f*ck up his targetting for all ships he has locked.
I personally find the 2nd option more preferrable because you can face more than one ship (swap the cap booster for a sensor booster and you can merrily sit there targetting a ship, activating the ECM Multispectrals which makes the target lose all his targets, and then move onto the next ship. This gives your allies an advantage in getting a few free shots per ship.

You can get a Blackbird for 2.4M isk these days and the modules shouldn't cost you more than a couple hundred thousand isk.
