Guys currently fly ITTY5 and have a large amount of ISK floating about.
Apart from save and buy a friehgter, are these transport ships any good, More to the point the Occator, I keep hearing mixed reviews.
The 1 below seems ok but for gate running, is the OCC worth all that isk or a total waste

Im using an Occator at the moment for running supplies into 0.0. To be honest I cant reccomend it enough. I fly in tandem with a coverts ops pilot so risk of confrontation is slim. I have had a few confrontations ( I could have avoided all but didnt consider them to be a great problem )and each time Ive got away no problem with barely any damage. Of course it all comes down to each individuals style of playing on how you envisage using it but for 0.0 hauling I find it reasurring knowing you have that extra protection around you plus a decent sized cargo hold as well. Put it this way if I lost it (and the chances are slim as I have never lost a hauler in 0.0 yet and having an occator will only strengthen that fact) I would go out and buy another immediatly.

the occator is not worth the money if you want fast transportation of large goods. an it5 can do the same a lot cheaper and faster. but for lowsec travel of valuable goods, this thing is a beast. in full tank mode there is nothing to be feared from almost anything. granted it cant go very fast without mwd. saw 1 tanking a pdu2-raven 24/7 and that was prepatch . so everywhere below 0.5 i would choose a transport ship over the hauler

I use an Occator and I'm happy with it. I constantly fly it from unsecured space to secure and versa, passing through enemy systems and gate camps (sometimes with few scratches).
If I used my gallent indy 5 in those situations I probably had lost quite a few.
So, if you want a hauler but just to fly on secure space you don't need a T2 hauler, just get a T1. But if you fly through unsecured space and you want to make sure that you reach your destination with your cargo, then get a T2 hauler.
Spite Occator's crazy price (10x its build cost) its worth to have it.
The Occator options are:
Or you set it for max cargo hold, you will be flying 40m/s and get destroyed on the way (if you fly in usecure space).
Or you set for "tanker" to pass through gatecamps but the cargohold size is the ship's default one.

The question will be: Do you want to pay 10x its build price or not? 
Other question is: Do you want to reach your destiny with the expensive ship, modules and cargo or not? (just rememeber snipers BSs/gatecampers,kamikazes)
Beside Occator cargo hold beats It5 if all low slots have cargo expanders. The only problem is, it will fly 40m/s!
However it can have 10MN microwarp drive to increase that speed.
So to reply to your post, its even worths the money even if you don't go to unsecure space ever! Coz it gives you some extra space... not much but still is some, enough to beat gallente indy 5.
But depends on the pilot and the use that wants to do at it.

If you are flying in 0.0, the issue is irrelevant. In spite of knowing that gank squads are all over, most transports are done solo, or with very little protection.
If you are flying in .5 and below, the issue is whether you are in a hot zone, or passing through one (Tama, for instance).
In either case, the resistance and tanking ability along with +2 warp core gives you a better than average chance of surviving.
I also saw an Occ tank 2x Ravens with full torp loads pre-patch (and survive). And I also saw one fitted with 6x nanos doing almost 2500 m/s. Either of those options kicks major bootie.
