well for the isk sellers petition them ASAP
but for added fun set your mail charge to 100k (it doesn't apply to people on your buddy list so it shouldn't hurt other mailers too much)
but if they send out 1000 messages that cost 100k isk that kills the profits of 1 of those 100m isk sales.

Actually you can kinda block them. If you right-click your Inbox and hit settings you can set it to where you can only receive Evemails from your buddy list OR you can set that CSPA charge SO HIGH that those automated bots would drain their accounts trying to send you an email.
But there is a way to filter them.

I know for a fact that if someone mails you, and if you right click - block the recived mail, it deletes ALL mail from that sender, and u will never recive another peice of mail from them...
Found out the hard way.. took me a while to UNBLOCK a good friend... lol

On this tab you can also blacklist or whitelist certain senders. If you blacklist them, eve-mail is ignored. If you whitelist them, the CSPA charge is ignored for those people.
Otherwise, they get a nice CSPA bill.
Set it to at least 100,000 and you'll find most people give up on eve-mailling you

You can't block their mail, but you can let it pile up for when you need a laugh.
There was one guy who sent me 2 or 3 really funny hatemails because he was ****ed that my character didn't like him for his anti-state remarks, and man, the hatemail saying I personally needed help, were awesome. I sent them to a few corpmates, who I hope still have them, because at some point they got deleted from my inbox.
