neone know whats causing this?? its bloody annoying msg to get, not to mention my target was perfectly able to shoot me(although i was able to get a lock when i tried to relock him)

If the ship is just coming out of warp or undocking from a starbase, it takes a moment to be able to lock onto them. It could be that, combined with a dash of lag.
The only other thing I can think of are cloaking devices - when you decloak you have a certain time you must wait before you can target anything. Then again, though, you usually get a different error message.

there was no cloacking involved, and the target dident warp either(dident warp in, he warped out cause with no lock i was sort of unable to scramble him  ), i however warped to him, but im pretty sure i had left warp when i started locking him, and i shoudl indeed have received a different error msg if this was the case anyway

Is it possible he used an ecm jammer on you? after aabout 15second you can then target him unless he uses it again.

I have been getting this problem a lot on both my alts, more often while trying to target frigs than BS though. I bug reported it but as bugs that occur on a random basis "IE not directly reproduceable" are not counted as bugs, I don't expect much action to be taken.
I have had a corp mate sit 5 km from me and be totally unable to target him until he warped out and back in, totally annoying.

I just had the same thing happening to me, about 50% of my targeting attempts didnt work, happened in the lvl 4 mission "Infiltrated Outposts". The kicker is: after it finally worked and I could target the supreme drone kept shooting me all the way through a warp jump (19.8 AU). Little did I know of the terrible things to come, so I joked with a mate on TS about the drone shooting (and hitting me!) over 19.8 AU, but when my cap started to run out (didnt fit a real tank) and the shooting didnt stop, and I lost my mega with expensive fitting while trying to reach the station and dock 
My assumption is that it's server side lag, cause at the same time there was reportedly some kind of event in Jita.
