4x Ballistic Control (named if you got a fat wallet)
This setup gives you a very -modest- tank, as much damage output as the Cerberus can muster (which isn't a lot compared to other HAC). You should be able to bust all but the most uberest of tanks with this setup and with the sensor booster II you should be able to spam missiles on people from at least 120km away, which is pretty damn good.
Cerberus really isn't that bad as long as you exploit the range advantage you have over other ships. This is not a solo pvp setup, you defidently need friends with this one, but you should be able to stay out of the optimal of most other ships and deliver nice damage while your friends pin them down.
Super Tank Cerbasaurus Rex 5x Heavy Launcher II 1x Whatever fits it don't matter.
1x EM Ward 2x Gistii Small Shield Boosters 1x Ampflier (preferrably faction or better) 1x Large Shield Extender II
1x BCU (named if you wanna dig deep) 3x PDU II (might require 1 true sansha or equiv)
This setup is good for mission running in a Cerberus, you can easily do any level 4 mission in this ship using this setup, some variation might be required but it's usually no brainer stuff.
With my skills my Cerberus has just about 5,400 shields, a 557sec shield recharge and can sustain the small gistii shield boosters forever at 62% cap. The damage output should be enough to overcome any tanked NPC with the exception of pith upsurpers or the equiv, for that you might need to load up on 4 BCU and drop the large extender.
You can of course always drop the heavy launchers for assaults for a frigate owning setup but I figure that would be redundant, does open you up for more fittings though since they use less ship resources..
Anyone else have any more setups?

Ive used with good results:
5 heavys
1 10mn abt2 2 em hards 1 large peroxide cap battery 1 large sb t2
4 pdus'2
but i dont think it fits after patch but aint sure

i like the idea of 2x gisti sb's ,its very clever;
lvl 4 missions:
5heavys t2 1 nos or sum
2x gisti sb 1 em 1 expl / 2em 1 amp
lows : pdus and bcu's according to taste

Cerb REALLY isn't best used in a tackling role, its got all those range bonuses, might as well use em. I guess you're supposed to get someone else to tackle for you. A Cerb won't one-salvo any normal frigate or cruiser with 5 Scourge IIRC, I did the calculations several days ago, I think I figured that 5 skill-maxed Scourge would hit a 40m signature frigate for about 625 damage total before resists, which will wont kill most frigates. And, at 8km/sec, the missiles will still take a dozen or so seconds to go 100km. With a rate of fire of around 7 seconds, this typically means around 20 seconds if you want to kill an enemy frigate with a Cerb at 100km. So yeah. A tackler is much needed (but in all seriousness, a tackler can kill a T1 frigate in less time than that...)
I guess if you want to have a tackler pin something bigger and then just pummel it slowly to death with the Cerb you can, but theres other HACs that do the job better (and most BS).
My only real gripe about the Cerb is the kinetic-missile only damage bonus. Make it onto an ALL missile damage bonus, and it would be useful because, while still being weak in the DPS department, it would be versatile damage-type wise. As it stands, if you're not firing Scourge from a Cerberus, you're severely gimping your already-low damage output.

mmm the cerb
ok here it is the +5 cerb of missile spammage
5 DG heavy launchers 1 med noss but i am looking at a cloak
1 t2 sensor booster 1 t2 Target painter 1 gistii sheild booster 1 sheild hardner of some tind (depends what im hunting ) 1 t2 10 mn AB
3 caldari navy BCU's will be 4 as soon as i find another 1 nanofiber

how bout for solo pvp
5 t2 heavies, 1 nos
1 t2 mwd,(domination ftw) 1 disruptor 1 90% webber 1 t2 target painter 1 t2 sensor booster
2 ballistic controls 2 wcs
sit at range and bomb the **** out of things and when anything gets close just run or if its a frig kill it in one or 2 volleys with webber and painter. think pirate dave(votf) was usin a setup similar to this.
