I am getting this same error message

Seems that "Armor Honeycombing" is a pre-req in allot of the badges, I don't think I've ever heard of it, is it a new skill?

Browsing through random badges here and there, so will likely drop bits and pieces of ideas

Refining Badge, Basic I would have the High Sec and Low sec Ores at 3, as that is all you need for perfect refine in a 50% base yield station, medium would increase this to 4, the Null Sec stuff in Expert as you have it.

Constitution - Biology is not needed at basic level, most pilots never use Boosters(especially the PvE Types in HS).

X Warfare Badges - Wing Command is not needed at the Basic Level, Similarly Fleet Command is not needed at the Medium Level, both of these should be at 4 or 5 in the next level up

Structure Tank - Why does this tank have Remote stuff in it, when all the others do not?
