King Frieza is furious, and even fast, but not now. Now he is enraged by lazy bums.
In King Frieza's empire are scientists who have been enslaved to work on new doomsday devices. First, King Frieza got the Satanic Kitten - a beast so powerful it ripped everyone a new one, except King Frieza of course. King Frieza was happy with this discovery and liked the idea of ultimate-mega-doomsday power coming from his beloved scientists.
Now Frieza, he waited a long time, while nothing happened, and it seemed the Satanic Kitten was a fluke; a freak of nature.
After doing some research, King Frieza found out that scientists were reAFKsearching new technology. They switched skills, counted their points, and then logged off.
King Frieza never liked bums, and least of all lazy ones. Due to management, King Frieza decided to kill 256 scientists as an example of what he'll do to lazy bums.
Now he, King Frieza, proposes a reform to the system that creates people on the dole. Remove all BPO, even the TECH 101s, and make it so that scientists must actively research to get a BPO. Now, Frieza no like lottery, but can see why it is in place, as it prevents neighbouring states from getting too much insta-power. However, BPO Tech I production should be in the sole province of scientists, if only to give those slacker geeks something to do. King Frieza hates giving geeks Colas and pizzas if he can't at least have something more valuable in return.
Imagine a world of tomorrow, where a corp needs Warp Core Stabilizer blueprint. Now, the CEO or Emperor would command his employee/subjects to research Warp Core Stabilizer. This in turn would force the slacker to go and make some magic. He could now go and do stuff to further this research, which will always result in a tech I bpo. The steps in researching would of course demand some payment or tribute, so it can be used as an economic power to strengthen the currency.
This would create a viable and an important role for scientists in a pyramid scheme, and make them at least as important as miners, industrials, and the peeps who kill other peeps who want to peep into your buisness - cursed peeping TomBs!.
Perhaps King Frieza has been playing too much UFO: Enemy Unknown, but King Frieza like research there; he likes power armor and Ultimate Craft. King Frieza no like scientist who do nothing but train science skill and then go do instas in WoW. No, King Frieza not like such men, who are not loyal to the crown - my crown.
King Frieza wants to see every man, woman, and child work their butts off in his name! He wants slavery with flowers! Oppression with minty freshness! If he were to live in a communism, he would have to do with slackers who do nothing but count points on their abacus all day, but nooooo, he wants power; absolute power. The kind of power Clint Eastwood once had.
King Frieza hath spoken his mind, much to the chagrin of some scientists, at least those who survived the purging of the first 256. But rather that than having to kill 1024 scientist the third time around.
King Frieza bids you adieu.

Sounds as viable as any other harebrained idea to date. What do you propose should be done with the existing stocks of corp owned BPO's?

Maybe they could discover a security glich in all t1 bpo's that would cause complete failure when inserted into a factory it's instantly ejected.
Faulty testing kept me from delivering the "Logic Editor" earlier.
I was using my own post and it kept blanking everything out.

Removing previously owned BPOs would be overkill, since a lot of corps have been gathering them for a long time.
The old corps should keep their old BPOs, even though the system of acquiring them changes. Personally I think it'd even out, as new players just need to research the bpo instead of buying it straight off the market.
Probably the only ones who would be cheated out of it would be solo players who aren't specializing in researching, but want to manufacture ammo and such.

I tink T II research system would ned a complete overhaul, but it nearly canŠt be done without screwing over a lot of people.
However, those people have profited a lot if they got a blueprint, so they donŠt have to whine if some major changes happen.
The major concern should be on those people who have invested lots of time & money into their research agents (missions, homeless etc) but gained exactly nothing. (like me  )
As i said in other threads, let us trade in RP for limited run blueprints for a start!
