Its got that MWD bonus for a reason. Also with blasters, you can usually get under the guns of your opponent, minimizing damage returned. Not to mention a higher DPS.
Oh, and don't forget to fill your overpowered dronebay with those 8 heavy drones... they'll increase your firepower by about 180%... 
(Yes, I know, I couldn't help but make another jab at the Rax's drone bay. So sue me.)

Blasters are good, alltough I personally equipped mine with 3 blasters and 2 railguns, so I can do some damage to frigates that try to remnain out of my blaster range. Drones do the main dmage anyways

Why does everyone suddenly want to nerf the rax?
Its been like that since i started playing back in Feb and nobody has mentioned it till after the missile changes.
Which makes me think its people who were bitter about the missile changes that want to take there anger out on something.

Missiles werent the only thing that got altered.
Cruisers agility was fixed, making them a more viable PVP platform.

Having done both, here are my thoughts on it.
When I first got into the Thorax, with a lower skill set, long range damage was my friend. As I worked hard to get better skills in a variety of areas, and as I accumulated better equipment, I finally made the transition to a short range ship. Now I love charging into the heat of battle, and bringing my heavy drones along with me, once I have grabbed as much aggro as possible.
You want your cap skills as high as you can get. You want to fit a 1600mm plate (or the best one you can get), and being able to field 8 heavy drones is a beautiful thing. If you want missions to actually pay off, however, you need to learn how to protect those drones from destruction.
In line with that, don't overlook a small remote armor rep in one of your high slots. It is especially valuable in multi-stage missions, or even large-map stages (where you can repair your drones during lull's or breaks in combat).
Another valuable skill in the transition from long to short range, is being able to use a webber. Keep the best one you find during your missions. A good cap-recharger is a wonderful thing, as is the ability to swap out both an AB or an MWD (depending on circumstances).

I¦ve had quite a bit of success in Pvp with a 1600-platerax with 5x 125mm rails T2 in the highs (soloed AF¦s with it). The drones are indeed the main weapon anyway. Recently however I decided on a slightly riskier setup. It is as yet untested but should in theory work better.
HI: 2x Light Ion Blaster T2 3x Medium NOS
MID: 1x 10mn Afterburner (yes I know, but screw the bonus) 1x 20km scrambler 1x webifier
LOW: 1x Med Armor Rep II 3x Hardener (Expl., Kin., Thermal) 1x 800mm nanofiber plate
And of course, 8 Praetors in the hold
