I think Ulrich meant local time.
What is it, currently adding +2 to EVE time, although it's bound to change at some really annoying point again.
Besides, with the timeframe, it should not matter much. Just come early, and we'll get the gankathon kicked into gear.

Hat or not I am not going to miss this.
We have been everything from 5 to 50+ people at these events, allied and enemies to the dead, total noobs and beta testing guys à and three things have always been for sure à EU never take that hat with him, TornSoul is last to leave and is just great fun à every time.
