Tempest sniper setups are pretty standardized, these days, so I see no reason not to post mine. Note that the 1400's will be tech 2's once I finish training for them, but, until then, my current setup works fine.
6 1400mm howitzer artillery I's 2 assault launchers
2 sensor boosters (named) 3 tracking computer II's
5 gyrostabilizer II's 1 medium accomodation armor rep
This ship can hit out to about 150km (optimal of 105km + 40-something km falloff) but is most effective within 120km. At that range, I can get 400-damage excellent hits using carbonized lead. At 50km, I can get 1600-damage wrecking hits with EMP. >:) -Wrayeth

The "Sniper Tempest" Template
High: 6x1400mm II, 2 slots of your choosing Medium: Tracking Computer IIs and Sensor Booster IIs (choose you're own layout, but ideally you need to be able to lock past your optimal ) Low: 5xGyrostab II, Medium Armour REP or a 6th Gryrostab.
Get Advanced Weapon Upgrades up so you can use 6 howies without an RCU.

I agree, sniping should be reserved for empire griefers with nothing better to do than pop shuttles, pods and frigs.
Lastly, if you're too n00b to figure out the sniper formula (as many guns as possible, balance of sensor boosting and tracking computers, as many damage mods as possible) then you don't really belong in a BS.

6 1400 t2 1 assault launcher 1 cloak
3 sensor booster t2 2 tracking comp t2
as many gyro t2 as you can fit (and whatever you need to fit it)
Sit 151k away from the gate where you can get non-insta ships on the way to the gate (135 - 150k), be aligned to warp to your safe spot and then sit back an relax.
Anything fast enough to get to you will see your arse dissapear into the distance, anything big will watch as you dissapear after taking a few token shots :)
