Is there any way I can pay $$$ USD or ISK or anything to get an ad for my corp on a billboard? Apparently a lot of them have space available ;)

Billboards should be for sale and anchorable in areas controlled by your corp. Then they could advertise what they want. That would be cool.

would'nt be as cool as to upload a jpg and pay isk to display it.
Or even just pay for the text based advert. But uploading a jpg/png or maybe animated gifs. Give the universe more of a living feel.

This isnt a new idea, and it seems to be an excellant "isk sink" that CCP is always looking for to reduce in game inflation. I don't see why it shouldnt be implemented. They'll just have to make sure all ads are in compliance with the EULA rules.

Its been asked for before, but that doesn't mean it shouldn't be asked for again.
Its still a very good idea, and I'm sure the GMs would have a laugh checking over the ads :)
