Just an FYI, the rings have once again changed, they are now aligned horizontally with each other, a blue gaseous substance surrounds it and a blue energy pulse travels in a circle within it. It appears harmless, even to small shuttles but proceed with caution, concord nd the local navy have become even more agressive towards sight seers.

I think it's definitely a jumpgate.
Perhaps an uber-jumpgate to get you to 50 jumps away or something?
