I am training a production character. After training social and connections to 3, I still dont even have all lvl 1 agents available to me. Within the same corp, I have lvl3 agents available in non-RnD divisions. What gives?

You also need a corp standing of a specific amount depending on the agent. Right click and show info and this will tell you

I did not see anything relevant under 'show info' But suppose you are right and its the corp standing. Why is it in any given NPC corp I have security lvl 3agents available but not RnD. Also what are my options here? join another corp? hump it with the lvl 1 for a few months?

your options are join another corp with a good standing with the corp you want to research or create your own corp and run agent mission forever......

Some R&D agents need a small amount of corp standing, in addition to the usual standing requirements.
If you check the agents info, it will be listed under the Compatibility section what you need. Work for some lv1 agents in another division for that corp until you have the required corp standing to work for the R&D agent.

Here is a good and simple idea. Get a decent fast ship and do lots of missions for the Lai Dai Protection service. Those kill missions will slightly help your overall standing with their research branch.
Also, doing lots of these kill missions will give you faction missions, and if your faction agent is Lai Dai, then you can get a standing boost for the corp AND for the whole state.

another area you can gain good standing boosts for all 3 caldari research corps is in the caldari COSMOS (Okkelen constellation) location. finishing just two or three multi-part missions should push you up to L2 agents, possibly L3.
NOTE: don't do Lai Dai AND Ishukone agent missions, they are bitter enemies and any gainings will be wiped out by doing missions for the other.
