These are "Important" missions (listed as important in your journal). You get offered them after completing a certain number of missions. Keep doing missions (for the same agent/corp, IIRC) and eventually you'll get one. It usually takes me 13-15 missions with this agent before I get one.

That's for "standard storyline". Dunno how it works for several stepped storyline missions, but 'till now I had like 10 "standard storyline" missions (eg. 1 shot storyline mission, with usualy crappy reward except for the standing), and only one "several stepped" storyline (if I don't count the one you get right after the tutorial ;)). For this one I got a basic implant at the end, so it was well worth it.
I couldn't say how it works though. Maybe it's random and when you get a storyline mission (every 15-16 succesfull misisons in a row) you have some % of chance to get a multistepped, or maybe it's like every x "stantard storyline" completed you get a "multi-stepped" one. With the way "standard storyline" work (eg. one every 15 standard missions completed in a row), it's likely it is my second option, but nothing sure here.
