Greetings CCP. Thanks for an insanely awesome game. It is a marvel of sceenic beauty and technical diversity. I've played for a year and a half now, and invested several accounts and a lot of time to this game. Being a nullsec industrial is a responsive gameplay. You have a lot of isk out in the belts and need to switch windows often to manage the mining operation.
But there is nothing in this game that steals more time from us industrials than hostiles. Having invested so much time on industry skills, I am dependant on others for security. Now, regular hostiles come and go. They can be hunted down and chased away. But my issue. (And that of a lot of others I would imagine) lies with AFK cloakers.
An AFK cloaky t3 in system brings a LOT of grief to everyone in it. TOO much. No matter how many dozens or hundreds there are in a system, miners have a hard time feeling at ease, if at all having the possibility to mine at all. This has got to be changed.
Hundreds perhaps thousands of miners sit in a POS or a station for weeks and weeks because there is a single, a SINGLE guy that has a cloaky ship (or ships) sitting AFK in the system from downtime to downtime. This is terrorizing. And NOT good gameplay. And what eats me is that not even 1599 other pvp'ers armed to their teeth can rout them out. And the cloakers are having a laugh at that.
Whilst the AFK cloaker is at work for half the day, making dinner, visiting friends, sleeping, going on holiday or whatever else he feels like. He is causing significant damage in game for other players. People passing by gets stressed by the hostile in local, being reported in intel channels dozens of times per day. People don't feel safe to rat, mine, do planetary interaction or pass through bubbles. And nobody can do NOTHING about it....
What I'm proposing is that you penalize being actually "AFK" whilst in a cloaker. If you intend to hunt ships in your cloaky ship, then that is fine. But just sitting in your ship for 23hours and 30 minutes because you "want" to make the people in system stressed and terrorized, then that's BAD SPORT!
Suggestion: If you are AFK in a cloaky ship for more than 30 minutes. Then you gradually start giving off signiature. Every 5 minutes over 30 minutes that you are AFK, the signiature increases. And at some point it would be possible to probe the ship down and warp in on it. The first few minutes you would only get a vague area signal, which by time is narrowed down. This could very well be explained by how every ship needs to have thermo-dump panels out to radiate off the ships exess heat from its nuclear core and engines. These can be directed away from local traffic so the rays are harder to spot. But if sitting in the same possition for over an hour, the rays would spread further out in the system and giving probes a possibility of picking them up. Even if the cloak disperses the radiation in a scrambled pattern, thermo-dump panels are red hot even should a ship turn most of it's systems off. Such energy could be unscrambled by enclosing probes.
One guy's glee over enforcing grief on hundreds of players should not be allowed....
I know you guys feel freedom in gamestyle is alpha and omega to this game. But causing grief is freedom that the world could do WELL without. There are a LOT of psychologically damaged teenagers out there that feel joy by causing real life harm in other players. Penalize such behaviour! |

Still full of incorrect assumptions and with a huge sense of entitlement as its only argument. Still presenting ideas that break cloaking without fixing any of the supposed issues. Still not addressing the source of the actual problem.

The fact that you can AFK without a cloak and gain the same psychological effects, points to the fact that it's another mechanic other than cloaking, that's the cause of your problem.
Address local's overpowered 100%, risk free, instant intel issue first, then maybe we can discuss cloaking balances. Untill then, it's fine as is.

If he's AFK, then he's no threat to you, now is he.
As well:
As long as nullsec remains the way it is--a rigid, stilted, arguably scripted (ha-ha! Little Lyrra made a pun!) circle-jerk of blob-bears and ******* cheaters--then AFK cloaking is working exactly as intended. I A/F/K cloak in Jita. Does that count? |

Because Immediate Local and Alliance Intel channels allow them to be carebears by reducing the risk of getting killed while farming to next to nothing.
Cloakers hanging out in space are literally the only thing that can't be taken care of by getting safe for a few minutes until a blob clears the system out, letting you go back to farming until the next neut/red enters local or is reported 5 jumps away in the intel channels.

cloaking removes you from local chat, you cant cower in fear inside your station if you don't know hes in system. I love the the smell of victory in the morning. It smells like... Blood, vomit and burning flesh. |
