1st trime arounf with an agent, I got a connections skillbook offer 4th one after 15K lp. With the same agent, I am not over 20K lp, and about 22 missions past (doing one mission a day).

u might be better off taking a +3 agent implant offer and doing more missions more quickly get it back up to 15000 LP again (ive gotten 3x +3 offers) now i have 150m ISK and can buy a connections specialised skillbook off escrow

I think I have actually figured them out. I have managed to get myself 3 of these skills so far (2 military and 1 political) and I am working on getting another political. I first heard that you needed 15k lp to get these agent offers. So I worked several agents up to 15k lp and kept them there for awhile. Nothing! Waited a month doing low level lp missions so that they would stay near 15k. Finally it got past 16k and low and behold I am getting offers for the skills. Did this a third time and ran it right up to 16k and the first offer was for a connections skill. I'm not sure what the high mark is but the minimum appears to be 16k to get your agent to give you this skill.

Actually one of my agents has given me 2 military connections books at just over 15k (within 200 lps of 15k both times), so the 16k thing you experienced was probably just chance. I've also got others at 18.5k and 17.4k, but as those are still within range of the 15k mark, their appearance isn't unexpected.

yeah best thing is if u dont get the offer take whatever is on offer if u use that agent offer u can either a) sell what they offer and keep ISK once u get to 150m ISK u can buy connections off the market
b)just get the LP back up
if u want rapid gain LP try a manufacutring agents - they give lesser ISK missions but tend to be quicker and u can rattle up LP more quickly might i suggest amarr constructions level 2, 3 and 4 agents in yehaba as a starting point
