Ok, for gunnery and starship command skills you really really need Perc, so the more perc the better. And I found that minmitar Brutor have the best starting perc that I seen.
Now with that said I went through the creation process and ended up with 14 perc base, and started with 101k skillpoints with the ability to train for a minmitar cruiser or destroyer straight after char creation.
Is this the most SP you can possibly start with?

going with frig lvl 4 right off the bat is good cause its a class 2 skill unlike other skills which are class 1. Don't think its posscible to start with more then that.

Well, I already created a char with gunnery 4 and small turrets 3, which is pretty useful as well imho. SP-Wise the Frig-4 Path has most, indeed.

After pondering attributes for 3 months I came up with a char with these attribs:
9 Intelligence 11 Perception 6 Charisma 7 Willpower 6 Memory
This is in point of view, by far the best rounded character, combat wise. I know its possible to go flat out on Perc, but whats the point in that. A good character still needs atleast 2mil in each of Electronics, Engineering, Mechanic, Navigation, to be compete in the long run.
I cant honestely think of a better build for a Combat Pilot. Whats 24 perc gonna do good, with only 14 Intel. Your just gonna loose the fast training in gunnery right back to all your support skills.

You want balanced attributes (discounting Charisma) ? You create Amarr. EvE has a fixed number of attribute points to distribute, meaning those that end up with 6 charisma or more are getting shafted with 2 points on the other attributes, because the Amarr can start with 4 Charisma, _AND_ it can even out the other attributes at creation.
So, if you want a character that will grow to have 20+ in all attributes, after skills and implants, you go Amarr. Simple as that.

I would think that the best idea for a char if you know which direction your headed is to create one that is best suited for the primary attribute you need, e.g if you're after a fighter then then opt for a Brutor and gain Perception 1 or 2 points above Willpower. That should give you the ability to train Perception / Willpower orientated skills as fast as possible.
I made the mistake of chucking everything into percption, so I now have like 28 points of perception and sweet FA on all else.
If your lucky enough to have 2 chars then you can specialise a char for Gunery and Spaceship Command (Perc / Will) and the other for Science (Intel / Mem)
Best of both worlds there :)

If you're a new fighter, memory is almost as important as will/perc, imho, as you need to train like 1.5 million in learning before you even start doing other crap. And engineering 5, hull upgrades 5, navigation/evasive maneuvering/accel control/warp drive stuff, electronics, drones, and so forth.
I'd recommend getting memory as high as willpower, and perc a bit over them both (at least 10 starting in all 3 if possible). Particularly because it'll help you add 5 pts faster to perc/will.
