In reality that means you can go into Highsec with any ship you want and just warp through, as long as you dont poke CONCORD into their faces with getting GCC somehow. Watch out for the CONCORD sov systems (Yulai etc) tho, iirc going into there as outlaw means you get GCC. Not awesome. I've seen Tengus with a faction standing below -5 (!) go through enemy Highsec and just tanking the NPCs and I've been to Highsec as -5 quite many times, with plated Vexors and Drakes, always got shot at never scrammed. At times the NPCs even web you into warp :P The main threat for outlaws are actually other players that have nothing better to do then scram you and wait for your demise

Draconis, the number one reason why you have not lost an Orca or anything else is because: 1) In Peacetime, you never leave highsec. 2)In war-time, you never leave the station. 3) You don't have any balls what so ever to be remotely agressive.
