The Hawk's shield systems are very good indeed, but the harpy is my choice. It has an extra dmg bonus over the hawk, can fit one more turret, and still has 4 med slots for clever stuff like scrambler/webber/ab etc.
4* 125mm Railgun II 1* Small Nos/Standard Launcher
AB II, Webber/ECM, Scrambler, Cap Recharger
Small Armor Rep II, Damage Mod
I choose to use an armor rep because I'm usually up against laser fire, and the natural EM resistance bonus on armor helps out a lot. |

4x 150mm Rail II + 1x Malkuth rocket
1x F-90 Positional, 2x Target Painter II's, 1x 20km scrambler
1x small repper II, 1x mag stab II
Harpy 4tw.

Depends what you want to do.
on a hawk, gisti small booster+ DG EM hardner (kenetic for npcing guristas) + shld boost amplifier (DG if possible) is an insanely powerful tank. Also, it is much cheaper, and can fit 2 missile lchrs with a RoF bonus for us missile users. However, if you have decent gun skills, i would recommend the harpy over the hawk for pvp, because though its tank is weaker, its dps is vastly superior.

I can't find a single thing the Hawk can do that the Harpy can't except tank a bit better, which doesn't make up for it's meager damage output.
Harpy it is

The hawk needs reworked to take 4 missile slots.

Harpy is better for PVP, Hawk is alright, good at NPC (though it takes a little more patience), and a lot cheaper and better looking. I love my Harpy and my Hawk. Harpy is a good inty-popper and the Hawk is a tough nut to *****, especially with a Gisti booster. Another advantage of the Hawk is having missile launchers and being able to change damage types, making it more effective versus other T2 ships. It does however hit like a girl compared to the Harpy versus targets with normal resists.

I've got both of the ships. Neither have optimal setups, but i like my Harpy better. With my rather lame skills and 150mm Compressed Coil gun's, with lead charges i average 30-40 damage per hit from each gun. So it's pretty cool. I don't like my Hawk very much. If you go the three turret one missle setup, it's really just a Harpy for the poor. Go the two missle two turret setup, it's a Merlin on steroids. Either way around, it's not a Harpy, and never will be. The Harpy is your best bet.
This is my Harpy setup, if you wanna try it (i don't have electronics 5 or small hybrid 5 yet, so please excuse the lack of T2 rails):
High: 4x 150mm Compressed Coil Gun I's w\ Lead charges
Medium: 1x Gistii Small Shield Booster I 1x Gistii 1mn Afterburner 1x T2 Target Painter 1x named Cap Battery Injector thingy
Low: The best non-T2 damage modifier booster thingy (i forget it's name) The best non-T2 tracking enhancer thingy (another name i forgot)
It's working fine for me. It needs Electronics 5 so i have enough CPU to fit T2 rails on there along with T2 of those two low slot moduals. I'm not a PVP'er, so instead of a webber\jammer in my medium slots i put a cap battery thingy, plus id din't have the CPU for a active shield hardener, so i'm kinda screwed out of that. I'd like to put a rocket launcher on there along with the rail's, but again, lack of CPU <_<
My Hawk setup (as best as i can remember):
High: 2x 150mm Railgun I's w\ anti-matter charges 2x Malkuth Rocket Launchers
Medium: 1x Small C5-L Small Shield Booster 1x Cold-Gas Arcjet Afterburner 1x Langour (or whatever) Webber i forget what there is in the 4th slot (if there is a 4th slot)
Low: 1x BCU 1x damage modifier modual
It's geared up for close range. So sue me :P
