Problem for most noob players seem to be, that it is impossible for these players to move outside empire space without being ganked, this in turn leads to (in my oppinion) that less and less players ventures into the really low sec 0.0 areas. Maybe CCP should make a non-agression rule for noob players for e.g. the first month or two, so they have the possibilty of exploring and finding out the riches and exitement that is in 0.0 space.
If more players have this possibility in the beginning, this would (again in my opinion) lead to a greater player flow towards 0.0 space, and also a move of pirate activity from empire space towards 0.0 - leaving mainly the weak pirates in empire space, in time making the game more enjoyable for all types of players.

I don't think we've ever had a worse, serious idea. I know you're new but jeez. Enemies could just scout your space np.  ------------------------------

While harsh it's the way eve is. You venture into dangerous space without any knowledge and experience at your own peril.
Very new players are fortunate that they have barely anything to loose that can't be recovered in a very short time rather than learning this lesson the hard way alot later when they are flying a battleship with some nice mods and maybe implants.
The real beauty of eve is that there is a genuine danger to players, you can't just wander into danger zones without a care in the world risk free. Creating game mechanics that protect new players and make them "invulnerable" for such a time would only make things worse, one day they log in and go flying only to find themselves getting killed becuase this invulnerability has been taken out, not to mention the obvious oppertunities for exploits.
There are already warnings and safe areas for players to learn the game in perfect safety, if they choose to ignore these and get themselves killed, well it's a tough lesson learned (if they're smart).

Just do it, no one can 100% stop you for going there.....
But what will a new player do in 0.0 
You cannot hunt, to low skills.
You cannot Mine, due to same low skills.
So basically you can look, but not touch.
Unless you join a allredy settled group or alliance. So Say I. Einheriar Ulrich of the Bloodline of Einheriar.

Lets take a dumb idea to its logical conclusion.
The timer runs out and they keep thinking 0.0 is fluffy and safe.
Then they get ganked

i'm new too and i don't like this idea. i think, in eve u have alot of options and places where u can be as long as u are "small". what do u think u will do when u are grew up?
some space is for noobs, other space for the experienced players....

Yeah, I wanna Turn God-mode on too. Have you never heard of Spy alts? Noob players that scout out space for advanced players? Most alliances Will gank teh **** out of you without batting a eyelid. And chances are, if this is ever, EVER implimented, the alliances will scream sploit anyway. They always do when something stops them from raking in vast sums of money.

Bad idea, un-gankable alts making instas right to your door, the whole point of 0.0 is its not safe, and to lay claim to it you need to have a good group of people and fight for it.
I do think rewards are a bit poor in 0.0 space considering, i mean not all sectors have better ore than 0.3 empire and its a ***** to haul ore due to lack of stations.

Not a good idea at all. What you'll need is to grab an alt, and do some scouting with it, while the alt is in god mode. You can map an entire enemy territory with your bm's with these alts and then send your fleets or guerilla raids. Actually it'll help pirates more than it'll help new players.
The only way I think it can be implemented, although I think it'll still be a bad idea is after removing alts from the game. 1 account = 1 char. But anyway, I can't understand why anyone should get into 0.0 on a risk-free basis.

A noob with 1/2 a brain should be able to get to 0.0 without much/any problems
