I have never been able to get a very solid answer from anyone regarding this issue... and I am to the point where I would really appreciate finding out exactly how this KOS/faction issue works.
I am currently at -5.00 (-3.20 with Diplomacy at 3) with the Gallente State. I was under the impression (a patch or two ago) that Diplomacy did NOT effect when you were declared KOS by a faction (meaning that the Diplomacy effected rating was not used to determine whether one was KOS or not... only the base unadjusted stat).
I have entered Gallente space and have never once been fired upon by Gallente officers at gates (I know that Concord doesn't care about state faction standings). However, I have also been told that once you reach -5.00 unadjusted standing with a faction that from that point and onward until -10.00 that a player has an ever increasing chance to agro the police and officers belonging to that particular faction - minimal chance of agro at -5.00 to a constant agro at -10.00.
Does anyone have the facts regarding at what standing one becomes KOS to a state, whether Diplomacy effects that standing, and whether it is chance based or a constant state of KOS at a certain standing?
Any info would be greatly appreciated...

I myself have been told other things. One was that they would shoot in the same as concord does with sec status (i.e. less than -2.0 in 1.0 space). I flew with -2.3 faction standing into said faction 1.0 space and no one batted an eyelid.
A corp mate has a faction standing of something like -3.6 and says he has been fired on by that faction's navy 
I can only assume that there's some chance based system at work, but where does it actually start?
In addition to the potential effect of dimplomacy, does your concord sec rating count for anything?

ineresting perhaps if u have a favourable concord standing then perhaps this overrules factional standings. I think a lot of things in this area are not implemented yet and documentation is even more scarce.

I've got -8 or so with the Amarr empire.
Everytime I enter their space I get 2 frigs and a cruiser that spawn and start attacking me, this doesn't seem to affect any other npc's including custom officers.
I imagine it would be similar to other empire factions.

In a lot of cases you will only get 3 frigs spawning and locking you and shoting at you. They don't really deal that much damage to any decent setup.
But here is the tricky part, every once in a while the navy BS who can be found circkling the gates will also join in for a piece of the action and that's in most cases 2-3 shots and your dead.
I have had several petitions about this, just to get a straight answer how this is supposed to function ect ect but never got any clear answers apart from the fact that it seems to work as some kind of a lottery. You could for example have -7.0 amarr standings and go on a 70 jump trip all through amarr empire and arrive at your destination unscathed OR you ship could be destroyed at the first gate......

hehehe funny you mention the "diplomacy" skill. In one of the petitions I had quite a lively dicussion with the GMs concerning this skill. Apparantly it has no effect whatsoever on the faction standings. (yes I know it is displayed otherwise......hence hte entire discussion...) Well that's what they've told me anyway...
Unless we actually get a dev response on this it remains a bit of guessing.
