At what level does EW get really effective? Ive just started training the following skills:
Caldari Battleship Frequency Modulation Long Distance Jamming Sensor Linking Signal Dispersion
Its probably best to have all these at lv5, I know, but how long before I jam like a pro?

If you literally want to jam, you don't need sensor linking (that one is for dampers). Just take signal dispersion to lvl 3, 4 if possible.
If you do want to damp, sensor linking to lvl 4 and then signal supression to level 3-4.
Same rule applies for tracking disruptors/painters: -Take the "basic" skill (the one that reduces cap 5% for that module) to lvl 4 since you need it for: -The "strength" skill (the one that gives you 5% extra strength for the module) to lvl 3-4
Making them level 5... dunno, I'd say that training time is better spent in whatever skills allow you to make isk (shooting/mining/trading) and buy named/tech II... they give you more than 5% increase.

Lvl 4 is good and won't take too long. Only do lvl 5 if you have absolutely nothing better to train which I doubt because there are plenty of other skills that are worth more to bring to lvl 5.

Another question, is dampening a battleship thats not sniping worth it? Say i jump through a gate in my scorpion, and a geddon is there waiting, can I throw a few dampners on him at close range, and reduce his locking time enough to get under the guns? Or will his locking range reduce so drastically that I don't need to worry?

i think this is the more logical solution, but both also apply... its possible to make a BS'es lock time so long with a group of frigates they can pwn it.
A scorp gets bonuses to e/war mods not sensor damps so id be inclined to fit racial jammers instead. (and perhaps a multispec or two)

If it is a 1v1, the locking time, you won't. Why? Because he will start targetting you at the same time that you target him. Even if you do achieve to lock him and damp him, his locking time will not be modified for the lock he is doing to you (since he started targeting before you dampened him; his targeting time will not be extended).
Now... if you are warping some frigs to you it would help since once dampened it will take him a lot to lock. Plus, if you do have a jammer, then if you fail the jamming he will need a lot of time to lock you again.
You could try to "blind" him (reduce it so much that you are actually outside his target range). But if you wanna scramble him you gotta be at least at some 20km... to blind a BS at that distance you will need at least 3 dampeners and good skills. -

I see, so sensor boosters or a smaller ship are really a pre-req for using dampners.

well, IF you are 1v1 and IF you want to blind him so he cannot target you back and IF you want to scramble him, all at the same time.
