That has some truth. Unless they're used to raiding, which is what Fleet mechanics essentially are.
Any miner of that mindset can figure out the command structure; roles; mechanics and how to move/fight in fleet pretty quickly.
But going in as a miner only fleet it's going to end up as a total disaster even if they can max tank and equip weapons and ECM or fighter bombers. Part of that is the non-sense of the fleet UI.
You have 2 choices for one problem: save screen real estate to actually see your target(s) but can't distinguish the broadcast buttons apart; or increase your entire UI scaling and only see screen boxes the size of Everest.

EvE is really backwards on that stuff. A healer (repper) is suppose to anticipate damage and either prevent it or heal it. Not wait for others to tell them to do their job. It's no wonder why folks in this game are telling reppers they have to have fighting skills, they act like Rets having to offheal.
But, but, but this isn't WoW!!! Yeah, because EvE doesn't have the UI that can even compete (And if bots are attached to broadcasts to even repair, more so). They yell in voice because they're used to having a healer actually do their job, not wait for the other roles to tell them when and maybe even how. That's like a healer telling the FC and DPS when they can even do their job.

And what this Goon isn't saying: those EHP numbers doesn't come from gear, it's skills. So any miner going that route is the AFKer who's main activity is PvP with the level 5 skills, too.

With the lack of mids, the "tank" would be pretty lacking anyway on anything but an Orca.
And we all know how any mining ships/command ore ships fare even tanked in PvP. They can survive a short time, but it's delaying the ineviable, unless DPS and support arrives in time (and proper DPS and support ships). Bounce through a gate camp with 20 ships - do this for a few days and check the forums for the "blob" whine threads from the hung-over gate campers that were used to just sitting there drunk while fluffing their KB.
Other ways I'd like to see it working are more like empowering Bops. Bounce in ... lets say a mix of 30 bombers plus 30 Recons & T3's into a target system, stomp the hell out of POS's, SOV units, straggling ratters/miners and such - and get out quickly but where trashing that stuff actually yields some fairly valuable drops for the raiders.
Yeah I wouldn't mind seeing "raiding" actually work better in the game - a lot better than it does.
Better to have small, medium, large, X-large and world "boss" roams.
Small is like a dungeon size. Medium is like a 10man raid. Large is like a 25man raid. X-Large like a 40man. World boss is like seen in RIFT with the dynamic bosses.

If you understand "raids" you'll understand they're well aware of things like boss HP and associated mechanics. Mocam put up a good suggestion as well...raid loot. Because that's why PvErs raid -- LOOT!
