I have been reading about the planned direction that CCP wants to take Eve, and it occurs to me that at the moment there isn't nearly enough production capability to support it. There is discussion of a vast network of outposts in 0.0 that allow planetary trade, player-constructed jumpgates, not to mention all of the new capital ships. At present, it takes the combined output of an alliance to generate enough low-end minerals to construct just one of these things. CCP needs a way to kick mining into high gear if they want to see major increases in infrastructure.
So, how to accomplish this? CCP has mentioned that they want to implement system-wide asteroid belts. This is a great idea, but currently the limitation on mineral production isn't that there aren't enough asteroids. Currently there isn't a way to mine them quickly enough. I would propose that CCP should create dedicated mining structures to go along with the system-wide belts. These guys would require vast quantities of minerals to construct (possibly more than outposts), and they would need to be fueled similarly to a POS. However, once online they would slowly move around the system, demolishing asteroids and producing large quantities of ore. Just to throw a number out, let's say ten times the output of a large barge (so about 10000m^3/minute). The ore composition would be randomly determined by the composition of the belt and would have to be moved elsewhere for refining via freighter.
My only convern would be for the people who are doing individual mining. Steps would have to be taken to protect them. These sorts of structures should only be able to be built in systems where you can claim soverignty to avoid destroying the empire mineral market, but aside from that I don't see why this wouldn't work.

Sounds like an interesting idea. There's analogues to this in present day technology, which the multi-story strip miners out now. Makes sense that in the far-flung future they'd have some serious dedicated mining hardware out there.

Or they could just reduce the build requirements of outposts.

actualy CCP wants these things to NOT be spread all over eve....
sure there will be soem of them, it is ment to be!
but not NOW... they will come, eventualy, if CCP made it easier to build outposts, so that the universal number of outposts got to a number they liked, say within 2 months... within 8 months we would be swarmed with them! they would be all over the place! this is not something CCP wants to happen!
and its the same with cap ships!

I like this idea. I think there should be some sort of deployable infrastructure (not that high mineral requirements but also not that high output) for low sec only that can mine only low ends at a slow, consistent rate 23/7 as long as they're fueled and not destroyed. This would help not only the low end mins situation (which is hurting due to the lack of dedicated miners who will mine low ends, not meaning there aren't any, just aren't enough) but it would provide a new aspect to PvP both on the invading and defending side (when you invade someone you go to their systems and find the automated mining platforms and blow them up. The defenders protect them, suddenly it's even less about *****ing safespots.
Anything like this should be considerably less efficient than player miners, meaning it still makes sense and is necessary as a profession.

that's not really noob friendly. like the gentlemen above me mentionned, they'll be everywhere strip mining faster than any other player could react.
but they are adding some mining gang skills and modules I hope, so that mining in a gang would greatly improve your yield or other bonuses.
