Earlier this week Citizens of every Empire in New Eden welcomed news of the unprecedented peace agreement calling for the end of hostilities and establishment of a Demilitarized Zone on the planet of Caldari Prime. Elsewhere in the cluster, however, war has raged on. Following major desertions of Caldari Alliances from the State Protectorate, defensive efforts in many Caldari held systems have all but collapsed. In this environment pilots and leaders of the Villore Accords Alliance recognize a unique opportunity to pursue further peace within the Cluster.
Recognizing also the commanding strategic position of Federal Defense Union aligned forces on multiple offensive fronts...
Considering as well the humanitarian damage done by the ongoing Border War...
And Recognizing the Universal rights of Caldari and Gallente Citizens alike to live under government of their choosing...
It is resolved:
Effective 00:00 Hours, YC113.04.06 [GMVA] Villore Accords is declaring an Alliance wide moratorium on offensive operations targeting System Sovereignty Infrastructure of Caldari held star systems in recognized Caldari regions of Black Rise and The Citadel.
To be clear: GMVA will not consider itself under obligation to Cease Fire in any theater of war. Offensive operations targeting Caldari Military Installations will continue, and any Caldari held star systems in recognized Gallente regions of Placid, Essence, or Verge Vendor will continue to be targets for liberation. We will continue to be vigilant in defending the liberty and livelihood of the many Gallente, Intaki and other Federation Citizens living throughout the warzone.
It is our hope that other Militia forces on both sides will follow suit, and that meaningful negotiations between the Caldari State and the Gallente Federation can continue. Furthermore, we believe that a deescalation of conflict in these regions would be of immediate benefit to the general civilian populace, encouraging increased opportunity for commerce and immigration. |

So itGÇÖs meaningless blustering then. A Moratorium on system capture? A pointless gesture if your lead is not followed by the rest of the FDU. Besides that, continuing offensive operations on any level is hypocritical to any attempted message of peace. YouGÇÖll continue offensive operations in the hope that both Militias will cease hostilities? That sounds like business as usual to me.
IGÇÖll take this announcement for what it is. Cheap political point scoring.

A rather pointless gesture as Nisuwa, Eha and Nennamaila continue to be utilized as Forward Operations Bases for FDU assets conducting offensive operations in State territory.
I find it highly unlikely that such key systems will be ceded without a cost in blood and quite the amusing misconception that the Villore Accords has more clout and authority over the FDU than it does, which is to say, nothing at all. The guns will fall silent only once our respective governing authorities decide an end to hostilities. Until such time posturing accomplishes nothing. |

How else are you suggesting they behave? Simply celebrating the supposed push for peace would win both Caldari and Gallentean parties public appeal, this is a cheap, superficial way to act.
My best regards to Pyre, who have not fallen to such shallow posturing as this announcement embodies, who instead have chosen to exercise their judgement and take a pragmatic approach, appreciating the realities of the situation. |

Pilot Toluijin has the right of it. This is a first step, but it is a step we have made where others have not. Although I made the effort to bring this proposal to [GMVA] leadership for approval, I've seen similar suggestions made by Gallente and Caldari pilots alike. If the various Militia entities were to agree to withdraw behind their respective borders and limit their operations to the defense of their sovereignty it would certainly have an impact.
As for retreat from Enaluri, it would be remis of me not to acknowledge that Pyre Falcon and various others have been effective in defending that system. Much as LVLUP and JUSTK effectively defended Eha from sustained offensives by Evoke. It is not unheard of for small well organized units to be able to effectively employ harassment tactics in a system's defense. The difference here is that while Pyre Falcon is holding the fort in Enaluri, there is no Caldari offensive strength to threaten Gallente systems. As you have focused your efforts in that system, elsewhere the warzone has slipped from your grasp.
Shall we trust in your own peaceful intent that were we to cease keeping pressure on Enaluri that Pyre Falcon and others would not shift to an offensive role? I think not.

As of 19:00 there are 16 vulnerable Caldari held systems, and 18 more that are contested above 95%. All but a handful of those are in Caldari territory. From what I've seen there are no State Protectorate forces currently capable of either preventing those systems from being taken, or recapturing them once they fall.
We, on the other hand, are more than organized enough to flip those systems if we choose to do so. We are choosing instead to let them remain under Caldari jurisdiction. Would you prefer that it was otherwise? I rather think your CEO would, as it fits better with her attempts to spin the Gallente Federation as agressors in this conflict. |

The Akidagi system is not vulnerable at the moment. I assure you that the skirmish at the infrastructure hub was incidental and not an effort to seize the system, which has no strategic value for space forces.
It saddens me, however, that the Caldari seem so embittered in their intolerance and mistrust of Gallente, that for the past several days they have berated our representative publicly, and made no effort to assist our efforts to maintain a territorial freeze, by reciprocating our gesture.
The GMVA will continue to analyze the Caldari State response and await a positive reply from your constituent corporations to our overtures to stem the bloodshed. |

Watched a non-Milita, unarmed Badger crack apart under a Catalyst's guns in Placid the other day. I am sure they would love to hear though about the cessation of IHub attacks in Caldari space though. |

The militias themselves have horribly low standards of recruitment - much like your own organization - and will not punish offenders for piracy while enrolled in their ranks.
Also, for all you know the Badger in question could have been shot down for a variety of other reasons than base piracy. On the other hand, piracy and attacking random people is what your organization and the entity it supports DO. I smell a pot/kettle argument coming soon.

Here's a gesture for you to reiterate: mine. Pull all your forces back behind the YC 110 established sovereignty lines and surrender every system you've captured back to the State. Operate in an entirely defensive stance, defending Federal systems and not crossing them.
The only time I have ever crossed Federal lines is on my way to the Intaki system to provide support and supplies to them as I have a standing oath and contract of support for them.

That was probably us in XMETA or some of the other pirate corps :)
GMVA and other corps/alliances aren't saying we wont kill people as well thats kinda what we do.
What we are saying is we don't plan on taking all those vulnerable systems, while we have the Moratorium and during this time have meanful peace talks while we continue to shoot each other. I mean come on guys your immortal, a little bit of death isn't going to hurt you and well many of us Militia men are nothing more then blood thirsty killers working for a side. We are still here to shoot stuff.
Maybe some day we can all work together to shoot others in our war-zone. I have seen this many times as Gallente and Caldari have put aside our war for a second to kill a blob of neutrals or a group of neutral caps. I still hold out hope that some day the Caldari will relize the freedoms they don't get from their corporate overloads and will rejoin the Federation one day.
Also neutrals are just enemies you haven't listed as enemy yet. All pod pilots that enter lowsec know its a place of death and destruction. Cant blame us for killing a poor little badger, for all we know he was supplying our enemies with weapons. We have every right to attack anyone who enters the war-zone.
Now if we where truly evil as you try and make us seem you would see us ganking freighters in Highsec. But we aren't looking for helpless victims. All our victims choice to enter the war-zone and if they aren't with us they are against us. They knew the dangers of Lowsec when they entered it.

I think you have little understanding of Freedom and of a militia war. We aren't going to stop fighting with you because if we did pull back from the warzone, Im sure the Caldari would just start invading our highsec again and we would just look weak and possibly open up attack from others, like pirates or the Amarr, that would love to conquer our space highsec and lowsec.

We usually extend our ROEs to shooting neutral ships that enter Caldari State military complexes, but we wouldn't shoot a neutral flagged freighter on a gate or station and neither should you - otherwise your ROEs are basically NBSI - like most of the pirates that infest the warzone.
2. There ARE neutrals. All ships that are flagged as being a member of a friendly militia are FREINDLY. All ships that are flagged as being a member of a hostil militia are HOSTILE. You can add in some exceptions according to local diplomacy and, of course, the pirates that infest low security space - but if you consider a neutral flagged non-combatant to be Hostile then only one word describes you. That word is PIRATE.
3. Whilst the Pod pilot is fine, do you know how many baseliner crew serve aboard a large Industrial? 80% of those people are dead now.
Now, let's address your statement regarding GMVA's offer. You summed it up, essentially, as "We will ask our pilots not to target infrastructure hubs that are vulnerable, but we can't actually enforce this."
Congratulations, you've managed to water down water. With the shrugging admission that you can't enforce it and won't even try you've managed to make this the clusters first homeopathic peace treaty.

Your overview may have said neutral but are you 100% sure ours did? Maybe he was marked red for working with the Caldari or Pirates or maybe he did something in the past that put him not neutral, but red to our corp/alliance.
Also Im not denying that we attack neutrals just saying your Overview doesn't show our standings. And as I said we have made it very clear to anyone entering the war-zone that they will be shot on sight unless they are a friendly. We have stated many times we are NBSI so that we don't tie our hands in this war.

You might be right Im not sure in this situation if the guy you saw get blown up was red or neut. And maybe your right some in any militia aren't much different then Pirates who side with Freedom, God, or Control.
I can say are right about XMETA we are a bunch of cockbag thrashers looking for a fight. But there are those who fight with honor on both sides of the isle.
NBSI also has other uses out side of Pirating in this war however, and not every corp that is NBSI is that way because they are pirates. There are many so called neutrals out there working for one side or the other in this war and some work for both sides. Many people don't want limit their ability to fight their enemies. Its easy to make friends with a neutral and have them help you create a trap for your enemies, if we were not NBSI. Neutral "Freinds" can also allow you to easily move ships/items into the war-zone that we are trying to stop from getting there.
Remember I can only speak for XMETA and we are the junk yard dogs of GMVA, Im just barking up a storm at you because you don't smell friendly and well biting isn't allowed here, just in space so Im just barking.

I have maintained that the system of Nennamaila is at this time a considered to be of such Strategic value that unilateral withdrawal on our part is out of the question. Until such time as we can be assured that Caldari reoccupation of the system would not lead to massive Caldari incursion into our territory, it will continue to be held.
To reiterate, we will not seek to take Enaluri, Akidagi, or any other Caldari system under this Moratorium.

If I may humbly ask, how it is you can expect the Caldari militia to take this in good faith if you telling them in the same breath that your organization will take no means to stop, prevent or even educate your member corporations in the matter of this memorandum? Its appalling that you acknowledge that your making this offer without all of your pilots knowing or even consenting to it. Saying that, while you don't sanction further aggression, you aren't going to stop them from acting outside of the agreement isn't really going to strike reason in the rest of the Caldari people, especially those operating in the war zone.
If your going to issue a statement on behalf of your alliance then your alliance members should be on board and honor that declaration. If they don't then they should be punished. Your organization may not seek to 'control' them but this isn't about control, its about unity. If you can't guarantee that they will follow this memorandum then you have no business appealing to the Caldari militia groups about a cease fire you can't and won't enforce.

Again, you are taking your analysis rather beyond what my statements have covered. I'm just saying that some of our pilots check the IGS about as often as they bother reading their mail. They show up for combat operations when our Fleet Commanders round them up from the bars or pry them from the arms of their favorite exotic dancers.

I can respect this perspective on Alliance level leadership, but to be blunt that just isn't how [GMVA] is run or will ever be run. We have practically as many member Corporations as Pyre Falcon has pilots, for one thing. An organization with hundreds of active pilots needs different leadership than an organization with roughly a dozen. All due respect to Captain Khross, and the stand that he has made, but [-WTR-] is an organization under his Sole Proprietorship. If the only [GMVA] pilots who supported this were the ones who've posted in this thread that'd be triple the pilots recognizing our initiative as compared to his.

If our differing cultural expectations weren't difficult for each other to comfortably assess our societies would hardly be in the position that we find ourselves in. It isn't the case that because this moratorium might not be universally adhered to by every individual pilot in our Alliance that the Alliance is making no effort to enforce its limitations. Our methods are simply not the ones you seem to expect. For one thing, punitive action taken against pilots that either through ignorance or desire to help their comrades in arms participate in operations not sanctioned under this moratorium is something that I would find utterly distasteful. I can respect their reasons for doing so, and just because I know that the majority of my peers feel as I do does not mean I feel those who dissent should simply fall in line or be punished. I hope that through mutual and respectful discourse I can bring them around to my point of view.

The point being made and the point still being made is that your declaration is hollow and empty because the actions of your pilots in space do not reflect your announcement and you have admitted your inability or lack of desire to enforce it. Soter was only advocating peace after the Gallente Federation had the upper hand and Caldari Prime was firmly in the Federations hands and up until the Battle of Caldari Prime his palms were firmly pounding the war drum. In earnest, I don't see how anyone is in position to postulate the Caldari militias willingness for peace when Villore Accords leadership is refusing to enforce their proposition on their individual pilots yet expecting the Caldari to take their word that they mean good will.
Personal opinion and good will is irrelevant in this situation. Words must be backed up with action. Or in this case, inaction.
With all do respect to Ms. Vero and her stride towards peace and understanding between our two races and nations, her organizations stance makes it hard to trust, and this is merely from an outside perspective. Discussion is best left to the politicians and legitimate corporate representatives of the CEP insofar as peace between the State and Federation are concerned for they are authorized to do so.
This action by the Villore Accords, a private military contractor of the FDU, is merely nothing more than an empty gesture that achieves little since it is rather clear they are unable to actually enforce their position due to a lack of leadership, professionalism and discipline among its ranks. Do not discount Caldari as fools who will sell what we value cheaply for even cheaper words.

At this point our initiative has at least achieved one purpose in eliciting reciprocal action on the part of Pyre Falcon Defense Combine. As for enforcement among the ranks of Villore Accords, I have been engaged in an ongoing effort to discuss and promote this proposal amongst our pilots. Universally I have found them to be supportive. Even those unaware of the ongoing political discussion have been refraining from attacking System Infrastructure simply for the reasons that suit our current strategic goals of defending Placid, Verge Vendor, and Essence. That said, it is clear that despite [GMVA] policy, numerous Caldari systems have fallen throughout the warzone. According to my inquiries these systems have been taken by hodgepodge fleets mostly consisting of FDU pilots unaffiliated with any of the major independent Gallente Militia entities. Myself and many others among the pilots and corporations of the Villore Accord find these actions to be counterproductive to the cause of peace and the defense of Gallente territory.
Our policy response to these developments is currently under consideration. Speaking in my individual capacity, I will make no effort to defend these systems from recapture by Caldari State forces. |

With the current military crisis abated and the Caldari Militia threat contained, I felt it necessary to respond with a complete explanation of the timeline of events and our response to them.
Rinai Vero, an authorized public relations representative on behalf of the Moira. Corporation and the Villore Accords as a whole, made a transmission to the IGS regarding an unprecedented initiative, to cease territorial conquest on both sides and maintain a constant demarkation line. This would benefit planetary populations and interstellar trade, and normalize relations.
Unfortunately, because of the nature of the faction militias, it is impossible to control or police this initiative within the Federal Militia. Likewise, the Caldari State Protectorate response ranged from tepid, to suspicious and hostile.
At minimum, the only positive response was the Pyre initiative. Unfortunately, as a far as reciprocations go, their initiative encompassed a minimal number of Caldari militia personnel. We were in the process of asking for the participation of large Caldari and Gallente alliances when information crossed our wires about the Enaluri military buildup.
This buildup was not some minor affair, there were clear swelling of capsuleers active inside the system, and with the Gorgon Empire, a sovereignty-owning entity, entering on the Caldari side of the war, working with Bloody Ronin Syndicate directly, a catastrophic shift in the war was about to occur.
As a bit of background, the Caldari/Gallente militia warzone is a careful balance of power, with very small differences in fleet strength on a day to day basis, and often times, equal exchanges of system control and combat victories. A massive influx of pilots to one side or the other, is a major escalation. That they would be haphazardly thrown to the frontline would seem to be an attempt at a surprise attack.
An attack launched just as we announced the halt focusing on system captures.
So, you can see, there was an unfortunate turn of events that was outside our control in this case. We have no interest in trying to maintain occupancy of vast swathes of Caldari low security systems. But this one system, next to our main bases of operations, became a focal point with the potential of a massive Caldari counter-attack. We could not let that happen and the defeats of previous months repeated.
We took action and announced it publicly on the IGS. We received criticism for this announcement. Perhaps I didn't fully explain the situation, perhaps the people wouldn't have accepted the explanation regardless.
The end result is, the Enaluri system has changed hands and the Caldari militia organizations inside the system have either been disbanded or redeployed.
We did what we needed to do to protect Federation citizens and systems from another "reconquista" of the area. Any such success on the Caldari State's part would strength Tibus Heth's position and jeapardize nascent peace-making initiatives between the State and Federation.

Whilst the worst part about it is attempting to clothe aggression as an act of self-defence (Seriously, launching an attack and stealing a Caldari State system in order to fend off some purported attack on ANOTHER stolen system?) at least this time you've made the announcement yourself instead of further cheapening the reputation of a pilot who I respect greatly.
Poor Rinai Vero, who made the initial announcement, has been made to look like a laughing stock - something that a pilot of her dedication, competence and humanity should not have to endure. If you can't deal with your enemies fairly, if you can't cease your aggression against unarmed State civilians - at least you should treat your own pilots better than this. |

Vero, I owe you an apology for failing to realize that you were only acting on behalf of someone with infinitely less integrity than yourself.

You flagrantly disregard anything remotely resembling sincerity and integrity with hollow attempts at justification for your military advancement and occupation. You have no interest in securing peace, you have an interest in holding on to what you've taken and making sure you can claim "we tried to make peace" when the Caldari come to take back what is ours.
Anyone paying any attention can see that your words are hollow and your "initiative" was nothing more than a PR play. For the sake of those under your employ that actually do have a measure of integrity, I hope they find alternate employment or buy a controlling share and usurp your leadership.
