I'm six days away from qualifying for COVOPS and my first Cheetah. I want to be a scout in PVP small gangs. But I also want an offensive arm, and the Hound has similar requirements. I want to make my PVE isk as an explorer. Is a stealth bomber viable for clearing NPC pirate rats at sites? I know it won't be the best ship for the job. I'm asking if it could work because I think I want to max out my skills at the frigate/destroyer level before moving on.

SBs have nothing to kill frigates and they tend to explode quite often. you can use them to farm sec status but that's about it.

To be quite fair, Covert Ops Frigates are NOT viable as PVE ships. Reasons as follows:
A) There are too many NPC frigates that can catch you and pin you down like a lamb being slaughtered B) You have no real tank that can take any damage, even from frigates C) The intended use for Covert Ops is to swiftly kill high value targets. Frigates will always get in your way, and the torpedoes you use will do little to nothing to frigates.
As a PvE ship, you should be using a Cruiser or higher. Most notably would be a battlecruiser. Reasons are as follows: A) You have a sustained tank to soak damage easily B) You have the cap to repair said damage C) You have several ways to deal with almost anything (Drones deal with frigates, main arms deal with larger targets) D) You have DAMAGE.

I don't entirely agree with these sentiments. I've once snuck a BPO into NPC nullsec, carefully ratted some modules I could reprocess by choosing my belts and ammunition well. I locally produced an item (yay market PVP) that was absent from the market but applicable to the region, and sold it for an interesting markup. All in all it was an enjoyable combination of ninja indy and PVE stuff and I made enough ISK over the solo adventure to say it was worth it. Not from a cold ISK/hr perspective perhaps, but from the fun proving you all wrong on the internet. 
Once you carefully remove a few BC's you can pretty much sig tank the remaining BS's. Since you don't use bombs but torps, you could fit a salvager module if you think it would be worth it. Realize wrecks prevent cloaking if you are to close. I used a minerals-based BPO and snuck the salvage out to hisec with the SB itself. Your small cargospace is a great disadvantage. It will require you to often visit a station and risk your neck. Abuse the hell out of bookmarks. There are probably a million better ways to raise ISK, but it can be done. And it's pretty fun! |

Recons aren't particularly useful for most PvE.
They're talking about T1 cruisers, not T2. This is EVE - Everybody Versus Everybody.

Can you PvE in a stealth bomber?
In certain situations with good skills you absolutely can use a bomber in some PvE roles.
You need to be able to hit out to at least 60km (You can probably get a bit closer than this but I like to be safe). Keep your range and snipe. You can kill most frigates but it's not really optimal. Thankfully many sites like Forsaken Hubs do not have frigate spawns. If you let anything get within weapon range you die near instantly.
I have ratted in bombers quite a bit and know plenty DNS pilots who have as well. I've even cleared a Magnometic and Combat Ladar site in one.
You cannot do missions and it's an extremely bad idea to attempt any type of plex with an acceleration gate.
Now, a better question to ask yourself is should you PvE in a bomber?
Unless you are in ninja ratting in 0.0 or low-sec the answer is no, you should not. If you are doing that though, a bomber is a good ship for it. Re-elect Trebor Daehdoow for a stronger CSM 8. |

Stealth bombers are great for belts and Radar/Mag sites in 0.0.
As others have pointed out, missions and sites in higher-sec space usually have more frigate support so it doesn't work as well there. |

They are one of the traditional methods for running FW Missions.
Also, before unprobable ships got nerfed, I had a plan for an unprobable fleet doing L5s (Tengu, Scimi, Bombers with RECCM). This is EVE - Everybody Versus Everybody.

Bombers are fine for belt ratting and if you'd want to use a recon for exploration then the Pilgrim comes to mind but it's never really ideal (it can tank just fine but the dps is below par). Stop ogling Tech 2 ships, they're not "must haves". Amat victoria curam. Excellence in everything.

FW missions are a special case: in most of them, your assignment is to get in, kill certain specific targets, and get the fbeep out. Usually those targets will be battleships or industrial transports, the sort of ship that a bomber's torpedoes can work well against, and a bomber generally has enough speed to evade fire while throwing torpedoes at a target. It can blitz heavies fine, although manually evading fire can get a bit nerve-wracking.
I've used bombers for ratting as well; the same principle applies. Evade the cruisers and frigates, kill the heavies, and bug out. Beware, though; you'll find some rats can really mess you up (Serpentis will sensor-damp, Guristas will jam you out, Blood Raiders will hit you with neuts). Bombers work fine for belt ratting; warp cloaked to belt at ~30-40km, only uncloak if there is a BS spawn. Uncloak, shoot BS, leave.
I did this with some success in a Manticore in Guristas space. From memory, the fit was
3x T2 Seige Launchers (Caldari Navy Scourge Torps), Covops Cloak Afterburner, CL-5 small shield booster, Dread Guristas Kinetic resist amp, PWNAGE target painter 2x T2 Ballistic Conrtols
CCC rig Polycarbon rig
Once your afterburner is on, you can easily tank the large/medium ships. The real danger comes from rat destroyers, which do a suprising amount of DPS. Please vote for me for CSM8-áhere

I use a Hound, it's great fun.
3x Arbalest torpedo launcher, covops cloak, biggest autocannon you've got grid/cpu for Med shield extender, 2x target painter 3x BCS II Rigs, a shield extender and a CPU upgrade one
Kill destroyer rats first, they pop in 2 volleys. Then frigs, they can take 3-4 because of small sig radius, but if they get close use the autocannon instead. Then blap the cruisers/BCs and BS's at your leisure, just keep transversal up and you'll be fine.
Make sure to rat in the region where your damage bonus has effect. for example Hound has explosive damage bonus, so kill Angels.
Avoid any scrambler frigs like the plague.

Confirming SB's are very effective NulSec ratters.
With hte Hound you want to head into a nice quiet chain of systems in 'The Great Wildlands' off the main pipe, where the Angel rats are most susceptible to your Explosive bonused ammo.
Approach a belt at 70km (Don't want to be decloaked) and leave rat packs that contain Elite Frigates.
Be careful with your orbit. You need to control it to avoid flying straight into a roid and being 1 shotted due to 0 transversel.
If two of you go, it's a great way to learn how to make bombing runs. Use the Tactical Overlay, and 2 bombs will alfa the frigs and destroyers, leaving only the big rats (Which can't hit you) for the torps.
Not very good income, but effective Sec Status repair.

Rupture is the usually the go to ship for PVE, it has good firepower thanks to 4 well bonused guns and can field a full flight of drones. You also have a good selection of medium and low slots so you can either shield or armor tank it. I prefer a shield tank as that frees up the lows for damage mods. Here's a simple T1 fit that works well in Angel space. Use the AB to keep range so the arty can do it's thing and if something gets close sick the drones on them. This fit is probably a bit on the overtanked side with a pair of spr's in the lows, you can switch them out for more damage mods depending on how comfortable you are with manually flying the ship and avoiding incoming fire. Also you should go with the highest meta level modules you can afford until you can fit T2, I used the plain T1 versions here for simplicity. The skills for this lend themselves well to flying a Hurricane when your ready to move up.

#1 - A SB is a very expensive scout. You can just as easily put a cloak on a Slasher and stick it somewhere. If you're going to fly a gate ahead of fleet, and stay on the move, no cloak at all.
#2 - Im a noob when it comes to PVE ISK compared to other people - but I have made enough money doing it to see the rewards. However, an expensive ship isn't going to do it for you. So far the best loot I have found has been in low sec - the cheapest solution is going to be the best one for the most reward.
#3 - In FW I used a SB for doing missions and it was great. Only time I lost my Hound was when I was stupid, for stupid reasons. Basic fundamentals learned while flying around in low sec is all it takes to keep your ship. Other people have pointed out that a SB works great for ratting - and they're right. You need to fit the ship for maximum range and DPS. Then pick/plan your battles carefully.
#4 - Maxing skill to fly frigs/dessie is kind of the last thing you do before "moving on". At the very least because their cargo-holds are too small for all the loot you will haul away. There's a ton of stuff to "discover" in PVE/Exploration. Having drones are very handy. There's a lot of little bits and pieces that will tweak your elusive "final" decision. So IMO start with cruiser, preferably a Battlecruiser for PVE/Exploration. |

Yet. Being the cloaky guy can mean you can give intel undetected. You can provide warp ins without the enemy knowing you are behind them for it You are more likely to live a bit longer if you can warp around cloaked. Specially in null when you have pre-made tacticals around gates etc to negate bubbles. You are much more mobile while cloaked (both in subwarp speed as in moving from system to system while remaining undetected).
And a stealth bomber is not very expensive. They ain't cheap, but to call them very expensive is the other end.
