it seems that the ad campaign is finally getting its rump off the ground. hopefully thisll bring in a new slew of customers.

That is a good start, however I think they should still do more ads in magazines and on gaming websites such as ebworld.com and such.

To be quite frank I think that this bit shows how desperate they're getting :
"Once subscribers sign up for EVE through the promotion, the cable system will begin to share revenue from the monthly fees that are collected by CCP Games"
Then again maybe it's just me eh?

Anyway, this is good for EVE. Look, EVE might not be ready for the power-gamers out there but if you take a step back and look at it, it is marketable to the casual gamer.
This is the audience they want to grab now. There is enough content to addict a new player to the game. This also gives CCP some more money to put into development.
As soon as vacation is over I think we'll see a few things happen. Personally, I want to see more tools, but that's a different post.
