Well I am planning to buy a new pc and would love some advice. Shamelessly I would like to say it is probably due to my addiction to eve  .
My priority is that it is able to run multiple client with less lag as possible (Willing to reduce graphics quality settings whenever in multiple client mode).
Atm, I am still stuck with what graphic card to get and not to burst my wallet in proccess as well. Any opinion is very much appreciated. Devs advice is seeked.
Atm, my current spec is roughly:
- Pentium 4 3.0, 2mb cache
- 2gb ram
Seeking opinion on:
Graphic with ability to run minimum of 3 clients with minimal lag/craches.

Well for starters, 3 clients in very hard on your system. Eve is extremely CPU intensive. Your CPU and RAM should be sufficient enough to run it. Though, crashes are going to happen when running that many clients no matter what.
As for a video card that will not bust the wallet I recommend the ATI x700 256mb, or the Nvidia 6800. From my experience 95% of all Eve problems start at Nvidia 
btw: If you have PCIe, That is HIGHLY recommended.
Now for some modification to the client (but not really ) Locate your Prefs.ini file in your cache. Open it with a word editor (notepad or the likes). Make a space at the very top and type "AdvancedDevice=1" (without the quotes) Then look down a few lines and you will see something along the lines of "buffersize=80" Change the 80 to 1/#ofclients of total RAM in your case 1/3 of your total RAM, so set it to 650.
Then save. In game turn your graphic settings down a tad. You'll notice some new graphic settings, feel free to play around with those until you get to what you like vs performance. I hope this will give you some insight to what you want.

I have just bought a ATI x600 256 MB. I hope that is enough. When I check the specs, I saw that is have only 4 pixel pipeline compare to 8 or 12 or even 16 on other graphic card. Hope that won't make a lot of difference.

You would accually be supprised about how many pixel pipelines accually effect the game. 2x more data can be real-time rendered with 8x compared to 4x. The RAM on the card is more important the the rendering capabilities with it though, so good choice on the 256. But dont be supprised if you can only run 2 clients at once flawlessly. At 3 it may cause severe lagging or even a client going totally white. I personally own an x700 on one of my systems and it can do 3 sort of well, but 2 perfectly.

The X600 is a fairly poor choice for running multiple clients. It's an old design (really nothing more than a PCIe version of the old Radeon 9600 Pro) and very much a low-end card these days.
If you haven't fitted the X600 yet I'd advise taking it back and getting something more powerful. The GeForce 6600 sells for a smilar price and is considerably more powerful, while the 6600GT and Radeon X800 are more expensive but a lot more suitable for multiple clients.

Okay, its either 6600 GT or 6800GT any GT will be fine with this game. I,myself use a 7800 GT <--lawl
1 gig of ram is good enough for this game too but you have 2 so thats better
Game lags comes from two direction, memory and graphic card. graphic card gives you fps in certain games. Higher the cmoother it will play, the lower the laggier or also known as, lose frame rate.
For memory, it just matters about how much it can handle in a game, like a book, it needs alot of space to write down all the information. as in games, it need alot of space to handle all the textures, models, effects. etc.
i rather get a amd 64bit processor then pentium 3. try getting a 3500+ up series.
Whats your ram type?

I just added 1 gig of ram for 1.5 gig on a pentium 2.8 megaherz.
I still am laggy and or have crashing problems.
I guess the next step is the graphic card? This is a low end machine, so it just has a T1 graphics card that came with it.
My goal is to run to clients smoothly.
Everyone think the graphics card will fix it? Maybe I should take out the 512 chip and buy another 1 gig chip?

Not sure what you mean by "T1 graphics card", but I'll assume it's some onboard crap. In my opinion, a new graphics card should definately be the next item in your upgrade list. More RAM won't fix it, I think.

Sadly i bought the card as in it comes together with the pc package. I just hope it can run the barest minimal of two clients.
I will prolly upgrade it to X850 in a couple of months and/or when the price drop. Atm, 250 pounds+ is a little hefty ;).

What type of Memory card are you using, You can't expect a high end memory to go run positivly in a low end machine, you need to be balanced.

I run 2 clients quite happily on:
AMD Athlon 2500+
1 Gb Ram (stock stuff nothing fancy)
9600 Raedeon (again the basic one with 128Mb Onboard)
1 Mb cable broadband
I also have winamp streaming eve-radio broadband and a browser running at the same time.

the specs shows me :
2.0GB 533 MHz NON-ECC DDRII Memory
