I'm sorry, but 1136 makes piracy much EASIER, no more escape from pirates. lol, remember pirates who camping at gate has about 10s advantage.

I'm not sure this 2 minute wait actually does anything really. Say a pirate just killed someone at a gate, then notices that a number of players have arrived in local (if it works). A quick look at a few of them and it is confirmed that these guys mean business and the pirate is outgunned. So what does he/she do??? Can't go through the gate or dock, still 1 minute or so left. I know lets warp to a moon or to a bookmark in the mind of no where. Problem solved...
And what about the removal of activating MWD's when in warp, yet another bonus. Pirates were killing before this anyway and now they can do it even more.
Also what is the ratio of pirates to bounty hunters?

Go play EverQuest. Don't try to nerf our game because you can't handle it.
How about this:
Every player interested in MMOG's and PVP, but are ****ed off because almost all of them are carebear style come to EVE. Everyone else that is not interested in risk can go bake bread and make pants.
Leave our game alone.

From what I took the statement to mean, it would mean the gate would lock you out if you were the recipient or initiator of the hostile action. This would eliminate the option of just going off somewhere to sit for a minute or two then returning to the gate to jump, if the other party was still waiting for you at the gate.
This would mean real blockades and real ways to actually catch people, good or bad. Sounds like fun and would make things very interesting for all parties.

Anyone determined enough can get a stockpile of corpses. Create a new character, go to a system with a station where no one will mess with you, set you clone there. Hop out of station, eject, self destruct pod, rinse and repeat. This will become an exploit once corpses hold value.
