Recently I joined in combat with a npc rat pack in a asteroid field in .0 territory. I was in a Scorpion class battleship with 4 cruise missile launchers. The enemy consited of 1 battles ship and 3 frigates.
I engaged the battleship with my 4 cruise missile launchers and engaged the first frigate with 3 med and 1 light drone. The drones killed the frigate however 2 were lost in that combat. I turned the drones on a second frigate and they died gloriously. However the battleship was not taking any damage. The missiles showing damge were all hitting for 180 points of damage. I launched nearly 4 entire racks of missiles at this thing and saw maybe 5% damage on the bs shields 2 or 3 times before it reconsituted it's shields.
At this time my shields were getting a little low so I thought it prudent to run. When I tried to go to warp I found that a frigate had me scrambled. Only one of the two remaining frigates were attacking me at this time as the other one was some 100km off in the distance. I turned the 4 cruise missiles on the frigate and started firing to kill it and break free.
LOL, no dice. The cruise missiles were doing no better with the frigate than they did with the bs. i.e. not enough damage to cause the frigate any concern whatsoever. Most damage I saw on the frigate was 50% shields. The frigate was replaceing it's shields faster than I could cause damage.
Now on the bs were talking 720 points of damage listed per round of firing with almost nill damage to it's shield. Ant the shield recovering between rounds.
The frigate was getting 30 to 40 points of damage per missile which is about 150 points of damage per round of missiles. Yet it too was recovering it's shields in between salvos.
When I petitioned the devs they told me 3 times there was no problem with the combat and the missile changes will not let the missiles cause as much damage to a small ship as a large.
Well my problem is not with the damage caused but with the damage soaked up by the two ships in question. I ended up losing my Scorpion in this combat as I was even unable to jam the frigate to be able to get free. The game message kept telling me i did not have the strenght to jam it and kept turning off my jammers.
There are multiple problems that I see in this scenario. First the fast that I could not cause sufficiant damage to either target to even begin taking down their shields let alone killing them.
The bs taking 720 points of damage a round and recovering it's shields between slavos. Same thing with the frigate taking 150 points of damage per round and recovering it's shields between slavos. The other problem is not being able to jam a npc frigate.
Maybe this is the way the game is sposed to be played, at least that is what the devs tell me 3 times. Or is it they are not listening to the true problem I am complaining about and just focusing on the missiles not doing as much damage as they used to.
If this is the way the game is played it is a sad day. If I'm totally wrong about this and you agree with the devs, let me know.

i know how it feels, working with missiles totaly sucks.
i think they should change the missiles. and alot of other missiles users think the same but couse of all the turet users say "stop whining train skilz change fitting" they just dont get that training skils/adapting simply does not work.

hmm seems since this happened I have bee able to kill frigates with my 4 cruise missile launchers. could it actually have been a bug and the devs are not telling the truth. only trrying to mask the problem or are they just not seeing it.

No, there is no bug. Opposition frigs could have been elite frigs. Did you try to change damage type on your missiles? If you are in BS, why you did not carry reserve of drones over amount you can control? I believe every BS has mach bigger drone bay then amount of drones you used.
Did you ever run missions? If you did, you would put Webber and target painter on your BS to increase damage done to small ships?
You state 4 launchers. I think all BS have 7-8 high slots? So, that was in other 4 slots?
It is mach cheaper experience to learn how to deal with small ship, like frig for L 2 missions or in cruise/BC doing L3 missions, then go hunt in 0.0 and get your expensive lesson.
Just a hint. Webber/target painters are your friends.

4 cruise never break a tanking. i have problem breaking tanking of a 2.5 milion isk battle ship with 6 torp launcher with the good missile type!
