I know that locking on someone does not attract attention from police or station guns in any security rating. However I am told that warp jammers and webifiers will get the police's attention in high rating systems and empire space. I am told because it is an offensive act and will stop greifers from just trapping people for money or cargo.
My question is, If I lock on a convoy ship, can I scan it with a cargo scanner or will I get attacked by the police. And does this apply to other player ships too, assuming that they don't shoot first |

it applys to other players, but im not sure about npc convoys. Your best bet it to get a passive targetter so they dont know u have locked on.

Ramar, cargo scanning NPC convoys will not bring the police down on you.
I suspect it may be different against other players though...

You can attack Convoys in plain site of the police and they will not attack you. I accidentally discovered this one day. I was half way through destroying the convoy when I realized the police were RIGHT THERE, watching the whole thing!! They didn't care though, so I took my loot and off I went.
Also, I have yet to get a cargo scanner to tell me anything about what an NPC convoy ship is carrying. I haven't tried in a couple patches though.

Mira, try a "speculative ship identifier"
A fairly common low level NPC pirate drop (or was a short while ago anyway)
These work very well for those interested in hunting convoys!

While the police might not directly interfere with your attack on a convoy, there are long term consequences which you may feel in regards to the change in your faction ratings.
Just something you may want to consider. Eventually, it will get to the point where you will be constantly pursued by the Police or Navy if your rating in certain areas is bad enough.
