How can I tell which system will give me cheap office rent?

The fewer offices rented in a station the lower the office rent.
For rock bottom prices look for;
* Somewhere off the beaten track
* A pants station with no factories, research and low grade refining.
What you really want though is a base office with:
* Decent refinary, (with an agent or two to let you get up standings with the station owning corp to reduce the owners refine take).
* Factory slots
* Research slots
* Not too far away from a regional trade hub
* Lots of belts to mine
* A nice local pirate free bit of low security space for ratting
One thing to think about Roga.
Who will join your new corp? Is it a corp for r/l pals to group together in? If not most people will opt to join a more established group with people to learn from, master builders to get cheap ships from, master refiners to help boost mining profits, BP owners to get cheap blue prints from etc. If this is your main you may be lacking in resources to build a great corp, (unless you have amazing leadership skills and a magnetic personality of course).

Something to note, you can't have a decent refinery AND research slots in the same station. The two are mutually exclusive. Research stations only have a 30% refinery, while those w/o research have 50% (the best in the game).
