According to the rules
" ...Agreements on the forums or in game, or winning an auction does not guarantee a character will be transferred to you. The seller may choose to renege on a deal at any time, prior to the transaction being completed "
You can even return isk and change you decision before char transfers...

The OP was actually very honorable by keeping to his word. Prior to transfering the character he told me that there were 2 higher bids, but since we had come to an agreement, he would stick to it.
