What would be a good blaster eagle set up for PVE? belt ratting, l3 encounter missions, anything?

Beagles might work for NPCing, but they're still pretty slow.

Well I suppose you could just slap a MWD on and fit a rack of blasters rather than rails, otherwise it's probably pretty much the same as a rail setup. I know people say a Deimos is a better blaster boat ...well of course it is, no question about that, but if you don't fly Gallente hac's that doesn't help you much does it 
A mate of mine managed to make blasters work on an Eagle, did quite a lot of damage too.

You probably want something about like this, assuming I'm not misremembering slots
4 neutron blaster IIs, some assault launchers
ab II, web, med booster II, 2 hardeners
2 pds II and 2 damage mods
Good luck maintaining cap without a Gistii booster, but hey, it's exciting at least. I know a lot of folks use large c-type gistii boosters on these, which are pretty affordable when it comes down to it.

For belt ratting:
4 x neutron Tech II
2 x assault launchers
1 x small gistii type A shield booster
1 x shield boost amplifier
1 x passive hardener
1 x 10MN MWD
1 x webber
3 x Mag Stab II
1 x PDS II (could be another mag stab if you fit one ion blaster, but for long fights some better cap recharge is nice)
For level 3 missions, change the blasters with 250mm rails, you can hit any NPC with the webber, excepted some fast close orbiting drones (take them down first)

Thanks for the advice.
Using the eagle as a sniper was just so easy that I thought it might be more fun to use blasters.
I'm getting wrecking shots with antimatter at good range, but I still have to travel to the cans, so why not blasters and save the trip!

nice tank and enough firepower what do we need more ?
got wrecking hits around 600 damage without a damage mod fitted , 1Omn AB T2 max speed 526m/sec to get in range.
and most hostiles think i got rails fitted when they see my eagle , they underestimate my ship come in close range and what follows is BBQ ,
i took other HAC and bs down with this fit , many say that the eagle is only good for sniping frigs ,thats not true.
bs are a risc to engage with this setup coz u need to go close range while they sometimes leech u with nos.
eagles optimal range bonuses works great with those blasters , can hit up to 12km with antimatter , past 20km with lower ammo.
btw eagles works very great to play bait 
its nice tank gives u some time to absorb damage , while ur m8s jump in to catch the fish

believe me or not but i killed a 9M thon eney rat with my beagle a month ago 
im flying this beast almost for a year now , i maxed all skills related to it exept one > med blaster spec lvl5
**** lol i could write a whole book down about this ship
