I hope this "feature" is never put in.. If so the nerf for using a cloak should be extreme, much greater than a MWD. I believe ship in cloak mode will not be able to attack. Otherwise cloaking is overpowered.

Anyway back on topic, a fair and simple solution would be.. to use cloaking you must suffer heavy powergrid and cpu usage, not cap. The reason behind this is, they get to cloak by giving up some guns/modules. And a way to counter the cloaking is some stanking module like Signature Detection Array II or something, that allows you to see its outline, or see its presence on your scanner. Help me out here people

According to the latest CSM chat, a cloaked ship will not be able to interact with the environment in any way, "until 12 of them decloak right in front of you" =P

The penalty a.t.m moment is -100% shields with cloaking, so yes there is a penalty. Hardly usable for raids...

Really though, that penalty should only apply when you're cloaked. It would be incredibly stupid otherwise.

You're excused... For your info, that was a proto-type Bird of Prey. Klingons cant fire when cloaked, neither can romulans for that matter.
I don't think cloaked ships should fire, infact, your cloak should use cap and not a set amount of cap but a set percentage, like 20% each time your activate it so if you set it to autorepeat then you can use of it for a minute at most.
Now if they do decide that cloaked ships can fire then be realistic and add a counter (phasing) cloak which can just let gunfire pass through you or you can hide inside a planet for a set amount of time to hide from the cloaked ship. Just like the Enterprise hid from the Warbird inside a asteroid using that experimental cloak.
Also some sort of scanner module MUST be introduced so you can detect the exhaust of a cloaked ship, each module MUST have a counter module or things will become very very unfair.
And remember, shields do NOT work when cloaked, makes sense since a cloak uses soo much power to hide your ship that a single shot on a cloaked ship almost destroys it.

Actually, it's the undiscovered country.
A cloaked klingon bird of prey sits just underneath the Enterprise and fires at a Klingon cruiser, killing the peace talks after the klingon chancellor Gorkon dies. Cloaking will cause more imbalance then any other aspect in the game.
You will hear screams from victims that pirates are using it in some sort of exploitable way. Then CCP will step in and only make if usable by people with sec status about -5.0.
Just say no to cloaking. Fix the stabilty problems first.

As already mentioned the penalty for cloaking is a complete loss of shields. When you de-cloak there should be a penalty too.
For instance, your shields would have to gradually regenerate and for a period of time you are unable to operate weapons and other modules.
I am not sure for how long, but it should mean that a group of players with hostile intent can't easily cloak at a gate and then jump anyone that goes near.
Also, while cloaked you should not be able to operate any module whatsoever, at least not weapons and EW devices / energy devices and whatnot.

Will this not just push people into Amarr ships? If shields are nerfed 100% then people have to rely on armor, so I'm guessing Amarr ships would be used mainly, as well as lots of those armor hardners. Armor/hull repairers will also be equipped more often for combat.

Not really.. remember Amarr ships are very light on mid slots... you only get 4 mid slots on an Apoc and 3 on an Arma if I remember correctly. -------------------------------------------

ok, a few thoughts here, some based on other people's thoughts.
I think the mod should just have a -200% recharge-rate on sheilds. this is to stop you from using sheild boosters to help keep sheilds up while it is in use.
As for controlling damage when having a cloaking mod on, give it a penalty to dmg/rof when equiped.
To stop people from just totaly being able to bypass all pirates. You must uncloak and wait for say....5 seconds to warp/use jump gates/dock at a station.

LOL, thanks for all the corrections, and as I said I'm no fan, and don't give a rats ass about Star Trek, just thought I'd bring up how cool that part was to me. 
Yea I would like stability fixing patches be a priority over cloaking. Its a totally new device/concept, we don't need new bugs while there are already tons of gameplay stopping ones in game.

I like the ide about cloaking ALOT. But as many ppl have said there is clearly some dispute about what the penalty for useing these should be. First of all i belive one should be have to re-cloak for every system he/her enter. A -200% shield generation rate when having the modul active is not a good ide imo, because it would really not make it a good ambush modul. I like the ide that it immediately take 20% cap on activation, -100% shield, but still be genarateable (not like mwd) and aswell as the mwd give a little shield max hp penalty. To prevent ppl from just camping gates with cloak a 'cloakcycle' could be a fix. With this i mean that your shield take lets say 600 sec to regenerate, a 'cloakcycle' would then be 600*0.85 (or some other number lesser than the shield regeneration cycle), after each 'cloakcycle' the shield will be -15% ((shield regencycle)*0.85^n), this would mean for every time you let the cloaking go a cycle, you¦ll have 15% less in shield. Also, a simular thing to the "magnetic interfering..." (the coming-out-off-warp thing) would also be good. So we now got; * 20% cap on activation * -100% shield on activation * -15% shield hps per cloakcycle * -x% max shield max hp * Cooldown effect

Why not make it so when you cloak theres a 99% chance of your ship self destructing, then all your isk being sent to a random person, followed by all your characters being perma-deleted! That way no one will use cloaks, god forbid a fun module ever comes out, nooo we need to make it to it not only is not worth using, but hurts phyiscally if you have the gall to use it.
Keep them extremely rare, EXTREME skill limits, and have counter measures that are also hard to find, and also require a lot of skills. The -100% shield factor is more than enough of a limit. Besides, I doubt it was ever the intention to allow them to to fire while cloaked. -100% shields means when he decloaks, he has 0 shields, they would need to recharge.

Its invisibility people are asking for plain and simple.
DAoC turned into a 60% of all pvp players were stealther types, and if you do something like this, you will get the same effect.
It is always overpowered.
If you aren't able to lock, that doesn't mean anything. You sneak up where they can't see you, and fire a FoF missile. Boom, the attack began and you got a free hit.
Please please please, stop and think. I really hope this isn't put in personally, the effect of running away from combat for 5 seconds and then completely vanishing without the ability to be tracked in any way, shape or form, means you are able to perform the perfect hit and runs with next to no issues.
You really need to have people stop and think heavily on this issue.
- What about passive targetting? - Would that work whilst cloaked still? - Fire and forget missiles, could these be launched? - Could someone just cloak again in fight and escape? - Will there be means to detect cloaked ships? - Will you just be able to have a fleet of battleships all of a sudden appear from no where?
You can't just allow the shields to restore after coming out of cloak either, that makes the thing just too powerful. So what they have no shields whilst hidden, they can't be seen or targetted, so whats the issue?
Please, if anyone ever goes down this route, really have a seriously hard think about this, or this game like any other will just turn into stealth wars. :(

The fact that ships can't fire while cloaked is well-documented in sci-fi literature :)
The -100% shields should apply only while cloaked, ie when you uncloak you have no shields but they will start to recharge at that point. ____________________________________

I dont know if you missunderstood me or something, the -100% shield _HP_ is upon ACTIVATION, and will regen as usual. Sure, it has some balancing issues but a game like can¦t really be without it imo. during a beta dev-chat in the month before release they said the cloaking modules were already finished, but they were waiting to add them till they had all the existing elements finished/balanced and had time to devote to making sure cloaking would be balanced when added. . ----- Apologys for any rambling that may have just occurred.
