What would you do to increase the population by 4X? Would the higher population be beneficial overall for the game? What changes would you to game?

Take away warp to 0 and bring back the old 15km off teh gate warp.

i would make tech II meta 1-4 gear
introduce new ships to fill missing roles
make a new un-explored region of space that can only be accessed by wh but is regular space but has really hard core pve and add the abiltiy to make star gates that connect the new region but also make the stargates destructable...
make PI like Civ V
Add nebula to current solar system (think rath of kahn) where it might disable certain aspects of a ships sensors or what not...
make high end annoms harder but at the same time co-op and increase thier payouts...
fix drone UI
fix sov to be bottom up
make true sec dynamic
actually open the door.
make a eve movie or tv series on netflix
make an eve light app for ios and andriod so i can change skills and do market stuff when i am not home.
add tech III frigs bs and capital ships...
enhance energy and hybrid ammo like they did to projectile ammo

If EVE wants to grow, it needs to cater all populous. It's most likely that the "bitter vets" haven't contributed a single dime to CCP cash flow after 2007 or so because of their massive pre-existing ingame infrastructure.
Money needs to come from somewhere. |

Cater no, but at least attempt to convert yes. Neither is being done.
Also when a 07 player buys a plex with isk, it creates a demand for plex, which incentivises people to buy plex for RL $$. Which then CCP makes money. Shocking how the market works.

Double CONCORD response times. Make 0.6 and below low-sec while still ensuring a contiguous high-sec. Remove roughly half of high-sec manufacturing slots and increase their use price by several orders of magnitude. Tie empire tax rates into faction warfare. Remove L4s from high-sec. Increase NPE tutorial payout in goods, not ISK.
That's a start. CCP has no sense of humour. |

First I have them develop a system that allows alliances to build stargates and access/create new systems, extending 0.0 indefinitely.
Then I add a Pirate 'Militia' that wages war against empire and null-sec and allow them to claim sov and drop security level of a system.
Directly followed by Faction Militia allowed to claim sovereignty in 0.0 for empire and raise security level.
Incursion mechanics will be extended to pirate and empire factions and those incursions are used as anchor points for system conquest and security level changes.
Null-sec alliances can always reclaim their space and can also try to get into high-sec with enough effort.
Security level drop will be limited to 0.3 to 0.4 so there will always at least a few high-sec systems, maybe protect certain systems to prevent extinction of factions.
I think we should be able to get there by the 25th anniversary . Sovereignty and Population Moulds and water for the sandbox. |

It would appear that the bullshit is firmly on your side..
Eve wouldn't be the healthy MMO it is today if it didn't have sufficient appeal to keep CCP afloat for a decade.
Whether or not vets pay isk or cash is completely irrelevant because someone is still buying the PLEX, thus providing real income to CCP. |

-I would make NPC corps FW based, -Have all High/low be dynamic and able to change factions and sec status -Allow players to join pirate factions. -Pirate Factions would be introduced into FW and play a part in point 2. -Incursions would be done by all the different factions in their respected enemy space.

EvE doesn't start with a bang. Lackluster graphics, dated interface, snails pace for newbies, most don't remember what it's like to be completely new....it's tough to like.
EvE's midgame should be lowsec but it's so abused that most people are sitting in there from lack of ambition or the lack of social skills. You move here and make highsec income while you lose sec status and learn next to nothing about PvP in the next step of the game.
EvE's end game suffers accessibility issues because of the lowsec disconnect. You're unlikely to meet people from nullsec while you are in highsec, you might meet them in lowsec while they hotdrop you for lols, and if you avoid lowsec because it sucks they usually won't recruit you because they know you're a liability due to your lack of knowledge.
EvE should be hard, I feel strongly that it should. But there are things EvE could do to retain players better while providing more content for all of us. |

The only way to increase the population that much would be to remove that which makes most of us play this game; ie remove the death penalty, remove scamming and ass-hattery, and focus on solo theme-park play.
Most of the people that I talk to that have tried Eve and who have quit have mentioned one variation of those as reasons for leaving. There's been quite a few over the years that I have tried to introduce to Eve, but who has left after a little while. And they have all give one of those reasons.
One just has to accept that Eve is a niche game, and it always will be. Trying to make it a blockbuster among the MMOs requires changing it so much as to be unrecogniseable. And to be honest, having a few hundred thousand paying accounts is not bad.
Not every MMO has to have WoW numbers. Eve is profitable even with a few hundred thousand customers, and one could surely say that Eve despite this number has one of the most complex and advanced technological solutions of all MMOs, regardless of size. |

CCP is owned by private investment companies. Athough, I do suspect they don't expect CCP to have WoW numbers, they generally would like profits to go up each quarter increasing their RoI. If CCP profits went down, then they probaly would have a top level managment discussion as to find out why.
