The Naga is a dedicated hybrid boat. It isn't going to get missiles. Split weapons systems do not work well.
Also, Heavy Missile Launchers are cruiser-class weapons, Nagas are intended to use battleship-class weapons.

Yup. To keep with the other cruisers in its class, it would have to fit torps and cruise missiles. |

The nava started out with 8 launchers, but ccp decided against it as it added more pve potential than they wanted for a pvp boat

Naga with 8 torps on the test server when it came out was pretty awesome.. Only reason I trained T2 torps was for the coming of the Torp naga... which sadly never happened..

The Torpedo Naga, back in... Winter 2011 was it?
God I hated that setup. The Naga was slow, it's tank was extremely bad, and then ALL the problems of torpedoes piled on top of this; the ship was UTTERLY WORTHLESS.

Naga is a lesser Talos. This should be fixed, by giving it working missile bonus (like SBs, but toned down a bit).
