The new devblog is quite disturbing. While in theory the idea of destructible CO's is enticing applying it in the manner stated leaves all but null in no position to actually defend such intensive system wide investments in resources.
Why null is the place for this new feature:
Nullsec, with local, it's interconnecting known routes, its region wide sovereignty whether established or by proximity, and its fortified deadend fortress systems allows them to protect this new investment scheme. It's known interconnecting routes and local allows null dwellers to develop intel with the ability to forecast potential troublemakers. Its sovereignty over particular systems also gives dwellers a modicum of sovereignty over neighboring and/or pockets of space unoccupied purely by friendly traffic traversing it at regular intervals.
Hisec, although protected from CO attack and destruction will suffer due to its new tax scheme.
Losec, lacking the organization and sovereignty mechanics, will make protection of such assets difficult. But, certainly, it will have the ability for inhabitants to develop intel and see who is in the system. Deadend systems here are pointless since there are no means to fortify a system like in null where you can find 20^1234 bubbles placed on a gate.
W-space, is getting completely hosed on this. No local means you can't know if an enemy is in the system at a glance. With no known routes you don't know who is neighboring your system, much less who is a potential enemy. There are no region wide areas of space to maintain or develop intel networks. The enemy is potentially at every wh opening to your system which can be as many as 6 connecting system (possibly more, this is what I have seen). Because the enemy has the advantage of surprise every a-hole and his cousins are going to attack the CO's here.
So, thank you CCP for another New Eden nerf, except for Nullsec. We want breast augmentations and sluttier clothing in the NeX! |

Sov mechanics have nothing to do with the defensibility of a customs office.
I see this as a buff to lowsec, 0.0 and WH interaction. There's something else to try and own and protect about your lowsec home now. There's a way to "engage" or even charge admission to that annoying viator that only flies in your area to for PI and back out again.
Your points are mostly pointless except the whine about extra taxation in highsec.
Will it make my life easier? No. But it will make things more interesting! This is my signature.-á There are many others like it, but this one is mine. |

It makes sense to do it since DUST will be used to destroy planetary installations as well.
If you are going to do PI in places other than null, you will have to adapt just like you do to set up towers etc. It follows the same mechanics as everything else in low and WH space.
Who cares if PI tax is doubled in highsec? You make plenty in highsec off PI as it is, doubling the tax isn't going to hurt that much.
The changes are good and brings more consistency to mechanics in lowsec/wh/nullsec. |

Dear Sir having read your op post I feel obliged to inform that you appear to be playing the wrong game.
(given the last 18 months of CCP development it is understandable)
But nevertheless some mistake has been made.
This is Eve Online (the internet spaceship player-led conquest and economic sandbox game)
Whereas the game you are looking for runs on facebook and is called
"farmville".
(nice change ccp ... definitely a step in the right direction)

It would be awesome if a planetary office would be small enough, that a 10-50 man roaming gang can shoot it into reinforce and bugger off quick enough; such a terror gang could interrupt local industry enough to motivate counter-roaming gangs that are on patrol. This would also give roaming gangs strategic objectives instead of just roaming for shooting-redz-for-the-lulz. |

as i wrote in the other thread:
If this goes live, lowsec PI is going to become a pain in the ass.
As i understand it, with the standing system, people can exclude others from using the planet, effectively clamining it for themselves. Even if they don't, they can just set the tax up to 20-fold of what it is now. making any endeavour on this planet an effective isk sink.
On the other hand, there are going to be massive amounts of bored whatever people randomly killing customs offices for the lulz.
I can hardly see how this shall be a polished feature.While it might work for nullsec, people there will have their taxes dictated or plainly denied from alliance leadership anyway. As for lowsec, as I said, I can't imagine PI being a reliable source of income anymore, as either you cannot import/export due to ownership change, or you will sooner or later get your customs office destroyed anyway.
This change seems to be a really crude idea, leaving me to ask myself if i may have misunderstood something about it or if CCP Omen and friends didn't do their homework on this one.
