How do you tell when something is a 'named' item?
For example, I found a small polarized 1-a armour reconstructer. Does that constitute a named item? And if not what does?

'Named'refers to anything with a different name then the stock tech1 item.
So yes, it is a named repairer, albeit a crappy one.
There's motr then one category fo named items in Eve tho. - Named basic items - Named tech1 - Named cosmos items - Named tech2/faction
Now, named basic is useless, good for refining at best if you pick it up at all.
Named tech1 goes from utterly useless to nice for refining to very nice stuff to put on your ship.
Cosmos loot is generally utterly crappy so far.
Faction loot is where it's at. Shadow Serpentis, Dread Gurista, Centum A-type, Chelm's modified tachyon, etc etc. That's the stuff worth the big bucks.

Yes it does.
Baisically items follow this structure:
Basic item (not available for every item) Item 1 (the standard- e.g Mega Pulse Laser I) Named Items (dropped from NPCs - e.g Mega Modulated Pulse Energy beam I) T2 (e.g Mega Pulse Laser II)
T2 items are slightly more powerful, however generally have higher fitting requirements and skill requirements. There are many named items which drop from Officers (e.g - Vizan's Modified Mega Pulse Laser), that are even better than t2 items. These are very expensive though.

Named - avalable on market, better than tech I Faction - no available on market, better than named, some equal or better (due to less fitting req) to tech II Officer - Dropped by the specific officer and generally are the best stuff money can buy.
Named can drop from any rat. Faction drops from commanders in belts (a rat with usually 5x to 10x the bounty of the rat its based on) and finally officers in 0.0 and are rare as hell (also only come in BS form).
As a general rule u do not get any faction or officer loot from agent missions, some complexes will drop faction items as rewards and you can only get officer stuff from an officer in a 0.0 belt

Is there a belt security restriction on commanders? ie, is it worth me cruising 0.5+ belts in the hopes of finding a commander, will my chances go up if I try lower, or will I just find better faction loot in lower?

Using the Item Database on a peice of equipment you can see the different 'named' qualities and compare to tech 2.
Faction/Officer loot are rare enough not to be listed on there, and your best bet is escrow/forums for details on those.

I beleive you can get faction things like ammo in high sec from cruisers/frigs, albeit rarely, you could spend weeks with no luck, unless you find a very quiet system that happens to have one hanging out in a belt watching veld roids rotate..
